The Butte.County Assessor's records indicate you are the owners of the property. On May 14, 1984, I visited the property and the tenant permitted me to make an inspection of the dwelling. The following conditions were observed which are in violation of the Butte County Code, Chapter 19 - Sewage Disposal Section 19-4, Unlawful Sewage Disposal Methods; the California Administrative Code, Title 25, Chapter 1, Subchapter l; State Housing Law Regulations; and the California Health and Safety Code, Section 17920.3 (a), (b), (c), (d), . (e), (f), (g), (h), (j), (k), and (o); and which pose health.and safety hazards to the tenants. 1. The dwelling does not have a et-ptic tank and leach field and is served. by an illegal pit privy. Kitchen sink drains onto the ground surface. 2. The dwelling does not have an approved potable water supply. 3. There is no bathroom with required toilet, shower -or bathtub, or lavatory sink. 4. There is no water heater and no hot water supply. 5. Walls in bedroom show mildew from excessive dampness. 6. There is no foundation, under house supports are leaning at the rear under .the add-on room. 7. Electrical wiring is unsafe with exposed wiring, numerous open splices, and lack of grounds. Chemtec Ag. Chemicals, Inc. Page 2. 8. The wood stove is an improper and unsafe installation with lack of an approved heat shield and flue.. 9. The building lacks weatherproofing, with openings through exterior walls, broken windows and loose sash. 10. Propane gas lines are not approved type with copper tubing passing through walls to kitchen range.. 11. There is a large accumulation of garbage and trash in the rear. These conditions shall be corrected as follows and within THIRTY (30) DAYS from receipt of this notice. Obtain septic tank permit.and well permit'from the Butte County Department of Public Health and all building permits from the.: Butte County Department of Public Works, 196 Memorial Way, Chico, CA, prior to making any repairs. 1. Provide an.approved septic tank and leach lines installed under permit and inspection of the Health Department. Backfill illegal privy and remove structure.. 2. Provide an approved potable water supply. Obtain well permit from the . Department of Public Health. Provide a bathroom with toilet, shower or bathtub, and lavatory sink. 4. Provide a properly installed water heater with proper flue, gas shut-off, temperature-pressure.relief valve and discharge line and proper separation from.combustibles. 5. Eliminate excessive dampness from the dwelling by providing ventilation,. and weatherproofing. 6. Provide an adequate under floor support by adding piers and girders as.. required and replacing all damaged materials. Remove and replace all damaged or deteriorated floor joists, subfloor and floor coverings. Pro vide adequate under floor ventilation and crawl space. 7. Repair or replace electrical wiring. Properly protect all exposed wiring, eliminate open splices, provide adequate grounds. 8. .Provide a proper installation for the wood stove with proper separation from combustibles, heat shields and hearth', and a proper flue. 9. Make the building weatherproof. Make exterior walls weathertight and waterproof.' Repair or replace broken windows and sash. 10. Provide proper gas lines and installation for propane tanks. 11. Remove the.ga.rbage and trash from the rear yard'. Ch emtec Ag Chemicals, Inca Page A reinspection will be made. Failure to comply will result in the Franchise Tax Board being notified of your noncompliance. You will then be prevented from claiming state tax deductions .for taxes, depreciation, amortization, or interest expenses connected with the property.as long as it remains substandard. This notice is given to you pursuant to Sections 17299 and 24436,5 of the California Revenue and Taxation Code. Due to the extremely poor condition of this dwelling and the lack of sewage and water systems it may be more cost.effective to demolish the structure, and remove the debris from the site. If the dwelling becomes vacant, it shall not be reoccupied until all.repairs- ar e completed and approved. Although by error our previous correspondence to Gary Pierce did not indicate the following information; that the Health Department made an inspection and determined the building to be occupied in violation of the California State Housing Law and Butte County Code. See Lynn E. Vanhart's letters dated October 29, November 2, 1976 and January 5, 1977 that are enclosed. This violation should also be included in your correspondence. To'date, we have had no reply.
