According to your letter, the greenhouses would be utilized to propagate native plant species, which you would sell wholesale or sell at your nursery in Chico. We reviewed this matter and have concluded that the greenhouse use is a permitted use in the TM -5 zoning district. Pursuant to Butte County Code section 24-190(a)(2), the management, raising, harvesting and removal of trees, shrubs, seedlings, flowers, herbs and all food crops for human or animal consumption is a primary use in the TM -5 zone. A greenhouse would be an accessory use to the growing of the native plants.
