DISCUSSION (7I' ENVIRONMENTAL EVALUATION The applicant proposes, throUgh a variance procedure, to divide one parcel of + 57 acres into two separai;e parcels,containing approxianatel:y 30 acres and, 7 acres each. The project site i,s located an estimated it miles north of the community :of l~oreis Ranch, and is bisected by State Highway 32. 110Iling to steep mountainous terrain c:hara,cterizes this ax ea of the County. One single ;Gamily, dwelling currently exists on the parcel east of High,way 32, while' site property west of the highway is un- developed. Tllc: latter portion: is heavily forested with conifers and.a. few deciduous trees. Dense undergrowth is also present on the steep slopes, The site is currently designated Agricultural-R.esicle tial in the county Cenera.l [elan, and zoned TM-20 (minimum 20acres per parcel). Surrounding :land is generally designated Timber ititountain, with most acreage zoned TP-160' or TM-20,. A few parcels are zoned TM-10 and TM-5. Primary env:irottmental concerns relate to the steep to very steep slopes on the proposed western parcel (30°a -60 0) , high. rainfall Can average of 70-72 inclies annually) in the vicinity, only moderately stable soils, and the potential erosion that may result from these conditions: The natural :Eire hazard in thl s arca is rated M;rh to Extreme 'ire protection, therefore, is also an important concern. An adequate water supply from an on-site well is not certain at this t -ime (on the proposed, wostern parcel) Individual checklist,';items are discussed in the, following section.` lb,e; 3b,c; 4a; l6e: A certain amount of vEgeta:tion will be 're- moved a7 cl soil displaced in the construction of a homesite, dr:�,veway and access to the dwelling area. Substantial excavation and grading may be required for on-site improvements.
