Installation ■ Locate fiber rolls on level contours spaced as follows: - Slope inclination of 4:1 (H:V) or flatter: Fiber rolls should be placed at a maximum i interval of 20 ft. - Slope inclination between 4:1 and 2:1 (H:V): Fiber Rolls should be placed at a maximum interval of 15 ft. (a closer spacing is more effective). - Slope inclination 2:1 (H:V) or greater: Fiber Rolls should be placed at a maximum interval of 10 ft. (a closer spacing is more effective). ■ Turn the ends of the fiber roll up slope to prevent runoff from going around the roll. ■ Stake fiber rolls into a 2 to 4 in. deep trench with a width equal to the diameter of the fiber roll. - Drive stakes at the end of each fiber roll and spaced 4 ft maximum on center. Use wood stakes with a nominal classification of o.75 by 6.75 inland minimum length of 24 in. ■ If more than one fiber roll is placed in a row, the rolls should be overlapped, not abutted. Costs Material costs for fiber rolls range from $20 - $30 per 25 ft roll. ' Inspection and Maintenance o Inspect BMPs prior to forecast rain, daily during extended rain events,.after rain events, weekly during the rainy season, and at .two-week intervals during the non -rainy season. ■ Repair or replace split, torn, unraveling, or slumping fiber rolls. ■ If the fiber toll is used as a sediment capture device, or as an erosion control device to maintain sheet -flows, sediment that accumulates in the BMP must be periodically removed in order to maintain BMP effectiveness. Sediment should be removed when sediment accumulation reaches one-half the designated sediment storage depth, usually one-half the distance between the top ofthe fiber roll and the adjacent ground surface. Sediment removed during maintenance maybe incorporated into earthwork on the site of disposed at an appropriate location. ■ If fiber rolls are used for erosion control, such as in a mini check dam, sediment removal should not be required as long as the system continues to control the grade. ' ' leiosperm'us) on an approximately 3 -acre portion oft he Ross Property;(APN 056-180-014, PM 144-76/78 #7), hereinafter referred to as the "study area" The study, area is located near the town of Cohasset in Butte County, California and within the Cohasset,.California.7.5-minute U.S. Geological Survey (USGS) topographic quadrangle, Township 23 North, Range 2 East, Section 22. For the purposes of this letter report, "special -status plant" is defined to include vascular plant species that are: , ■ Listed as endangered or threatened under the federal Endangered Species Act (or formally proposed, or candidates, , for listing); ■ . Listed'as endangered or threatened under the California Endangered Species Act (or proposed for listing); ■ Plants listed as rare under the California Native Plant Protection Act (California Fish and Game Code § 1901); ■ Designated as species of concern or species of local concern by the U.S. Fish and Wildlife Service (USFWS); Plants that meet the definitions of rare or endangered under the California Environmental Quality Act (CEQA); ■ s Plants considered by the California Native Plant Society (CNPS) to be "rare, threatened, or endangered in t California" (Lists I and 2). Proiect Description Of.the 51f acre Ross Property '("Property"), 4f acres are planned for the development of a residence and associated ' infrastructure. Infrastructure includes a well, gravel driveways, and two septic tanks. A large remainder of the Property is located•on a steep, northwest -facing slope between Rock Creek and the `Bluff Line," as shown on Figure 1. The' main purpose of the proposed project is the construction of a single-family residence for the Ross family. Purpose of the Special -Status Plant Species Assessment ` • ,ThePmpurpose of the sPecial-status plant species assessment: Mr. Joseph Baker March 27, 2004 • Page 2 ' ■ Conduct an informational review of Ahart's dwarf rush and Red Bluff dwarf rush; ■ Review the results prior to botanical investigations within the study area; • Conduct a one -visit botanical survey to identify the plant communities and all vascular plant species within the study ■ Conduct a habitat suitability assessment, in conjunction with the botanical survey, for Ahart's dwarf rush and Red Bluff dwarf rush to evaluate the potential of the study area to support these species; and ■ : Recommend measures designed to avoid any adverse project -related impacts to these species, as directed by the Planning Division of Butte County in Exhibit C of a letter dated March 16, 2004. j, MethodoloQy A database search was performed using the CNPS Electronic Inventory (California Native Plant Society 2004), which allows users to query an electronic online version of California Native Plant Society's Inventory of Rare and Endangered Plants of California (Tibor 200 1) using a set of search criteria (e.g., quadrangle name, habitat type, elevation). Because the Electronic Inventory is limited to reported sightings, it is not a comprehensive list of Ahart's dwarf rush and Red Bluff dwarf rush occurrences in a particular area. However, it is useful in refining the distribution. of • known occurrences for these species within the proposed project area. On March 24, 2004, botanist Colby Boggs conducted a botanical survey and habitat suitability assessment on the study area The field survey and assessment was conducted to visually inspect the approximately 3 -acre area between the Bluff Line and the area of planned construction activities to identify the vascular plant species present within the study area and evaluate the potential of the study area to support Ahart's dwarf rush and/or Red Bluff dwarf rush. All plant species observed within the study area were identified in accordance with the scientific nomenclature presented in The Jepson Manual (Hickman 1993). Common names are used in accordance with Selected Plants of Northern California andAdjacent Nevada (Oswald 2003) when common names are not listed in The Jepson Manual. Vascular plant species detected within the study area are listed in Table 1, which is organized by plant community (e.g., cismontane woodland) and unique feature (e.g., seep). Results Environmental Setting: The study area occurs at an elevation of approximately 2,600 feet above mean sea level and the topography is gently rolling with a northwest -facing aspect. The study area is located on a bluff within the Lovejoy basalt formation, as is evident from the shallow soils and basalt outcrops. The site and surrounding area consists of cismontane woodland with annual grassland and basalt outcrop inclusions. Common plant species in this plant community include trees, such as gray pine (Pinus sabiniana), black oak (Quercus kelloggii) and California bay laurel (Umbellularia californica), shrubs, such as California buckeye (Aesculus californica), common manzanita (Arctostaphylos manzanita), coyote brush (Baccharis pilularis), buck brush (Ceanothus cuneatus) and poison -oak (Toxicodendron diversilobum), and herbaceous plants, such as soft chess (Bromus hordeaceus), yellow star -thistle (Centaurea solstitialis), hound's tongue • (Cynoglossum grande), erect plantain (Plantago erecta), and clasping -leaved fringepod (Thysanocarpus curvipes). A • CJ .0 small seep exists in the southeast portion of the study area. Common plant species within the: seep include Mediterranean barley (Hordeum marinum ssp. gussoneanrum), Nuttall's quillwort (Isoetes nuttallii), shining pepper grass (Lepidium nitidum var. nitidwn , common monkeyflower (limulus guizatus), and white -tipped clover (Trifolium variegatum). Special -Status Plaint Species No special -status plant species were detected as a result of the survey efforts. During the field survey and assessment, habitat requirements for Ahart's dwarf rush and Red Bluff dwarf rush were assessed and compared to the habitats occurring within the study area. Based on this review, the study area contains potentially suitable habitat for one of these species, Red Bluff dwarf rush. However, •the area of potentially suitable habitat is located outside areas planned for construction activities. Specifically, potentially suitable habitat for Red Bluff dwarf rush within the study area consists of an approximately ' 0.01 -acre seep in the southeast corner of the study area. This seep is located southwest of a proposed driveway and is delineated on Figure 1. The status, distribution, natural history, and potential for occurrence of Red Bluff dwarf rush is discussed below. Red Bluff Dwarf Rush (Juncos Mospermus var. leiospermus): Status ' Red Bluff dwarf rush is designated as a "Species of Concern" by the USFWS and is fisted as a List 1B plant by the CNPS. This species is not listed under the Federal Endangered Species Act, California Endangered Species Act, or California Native Plant Protection Act. Section 1,5380 of the CEQA Guidelines (Title 14: California Code of . Regulations) provides that a lead agency may treat a plant species as rare or endangered for the purposes of CEQA even if it has not been placed on an official fist. Natural History Red Bluff dwarfrush.s a small, reddish grass -like annual in the rush family (Juncaceae). This species is known to occur in a variety of habitats, including meadows and seeps, vernal pools, and vernally mesic areas in chaparral, cismontane woodland, and valley and foothill grassland from 115 to 3,350 feet in elevation (Tibor 2001). It is often found in small; sparsely vegetated micro -habitats (e.g., tire nits, gopher mounds); often on basalt (Nakamura and Nelson 2001). Red Bluff dwarf rush is generally found between 200 to 1,000 feet in elevation but up to 3,400 feet in northeastem Shasta County. The blooming period for this species is typically from March through May. Past experience specific to Red Bluff dwarf rush has indicated that the optimal window of opportunity to observe this species in bloom is between mid- April and mid-May. Distribution Red Bluff dwarf rush is restricted to the interior regions of northern Cal forma and is found in the northem .Sacramento Valley and lower foothill terraces in Butte; Tehama, and Shasta Counties (Nakamura and Nelson 2001). Disjunct populations of Red Bluff dwarf rush also occur in the northeast comer of Shasta County and southern Lassen County of the Cascade Ranges. M Mr. Joseph. Baker t March 27, 2004 • "Page 4 ' Potential for Occurrence Given the small area of potentially suitable habitat, the absence of characteristic habitat (e.g., extensive vernal . f pool/veinal swale complexes) within the project vicinity, and non -detection of this species during the botanical survey, the study area is not expected to support a population of Red Bluff dwarf rush. However, the seep area identified as a result of the habitat suitability assessment and delineated on Figure' 1 is potentially suitable for the species. Furthermore, the.survey was conducted outside of the typical blooming period for this species. Therefore, Red Bluff dwarf rush may t be present on the -study area but was not detected due to the timing of the survey. Potential Impacts and.Recommended Measures i'• Potential Impacts: As discussed above, Red Bluff dwarf rush is not expected to occurwithinthe study area and adverse.effects to this . species are not anticipated as a result of project development. However, the area of potentially suitable habitat within the proposed project site has not been searched for this species during mid-April to mid-May. Therefore, there is a potential for this species to occur within the seep area Given that Red Bluff dwarf rush is reasonably unlikely to be affected by the proposed project and direct effects'to potential habitat are not part of any proposed activities, the proposed project is not anticipated to result`in significant impacts to this species. However, the following measures are recommended to avoid the potential for any project -related c direct or indirect effects. Recommended Measures: To avoid project delays and a second botanical survey during mid-April to mid-May (required to determine the presence , or absence of Red Bluff dwarf rush within the seep area), it is recommended that the seep area be avoided as part of planned activities. Personal communication with the project proponents and review of the site plan confirmed that avoidance of the seep area has been incorporated into the proposed:project plan. Pursuant to project guidance from.the Planning Division of Butte County, it is recommended that a 50 -foot buffer . between the edge of the seep area and activities associated with the proposed' project be marked on the ground. This area will be designated as a "No Development Zone." No direct or indirect effects to Red Bluff dwarf rush, if present, are expected as a result of the implementation of these measures.
