1. Comply with U. S. Mine Safety and_Health rules and regula-
tions pertaining to underground mining operations.
2. Implement the Reclamation Plan as each disposal area is
filled and complete reseeding immediately.
3. Gravel and maintain the access road, extending north from
Garlanc Road, per the recommendations of the Public Works
Depart --eat, Diamond National and the Forest Service.
Utilize standard erosion control measures and construction
practices for the.road work to minimize erosion and other
road ccanstruction im'pacts..
4. Blast:z_c,- to be restricted to underground use only, using.
light c:arges of h stick or less of dynamite. _
5. Linit C".irs of operation to 6 a.m. to 11 p.m., Monday.through
Saturday.
6. Meet the .Occupational Safety and Health Administration (OSHA)
guidelines for mining.operations.
7. Storage and dandling of the explosives to be conducted by a

licensed blaster under the rules of OSHA, U. S. Mine Safety
and Health (KSHA), and the State of California.
8. Install fuel tanl.s per the directives of the California
Department of Forestry-, including clearance of vegetation
for at least a 30 foot radius and construct a dirt dike
around the fuel tanks sufficient to contain the fuel in
the event of a leak or acc:idenital spill.
- 9. Maintain the pumps, fire hoses and nozzles in operating
eondition.for on-site fire protection. Fire extinguishers
to be placed on .each internal .eormbustion engine on. the
site.
10. Back fill and grade to match existing terrain all mine
portals. no longer needed. A watchman is to be present
during times that the mining crew is not on the property.
11. In the event that any cultural resources are discovered
during a subsequent.survey or during the mining operations,
steps shall be taken to record pertinent information or
protect the significant resources involved._

approved source of drinking water.
14. Do not permit contamination of giound or surface waters.
Obtain a waste discharge permit from the California
Regional Water.Quality Control Board to protect ground
and surface waters.

agreement (Code Section 1603) with the California Department
of Fis-. and Game. Prior to any further mining beyond the
scope of this application, a separate mining permit and
reclamation plan shall be submitted and approved by the
County of Butte. _
16. Submit to periodic inspections of the site by the Public
Works Department to evaluate continuing compliance with
the per=it and reclamation 151an.
17. Stabilize.work in process from potential erosion caused
by wind or rain.. -

19. Submit a performance bond or other security device, pursuant to
Section 13-106 of the County Code, in the amount of not less than
$5,000 or more than $20,000 as determined by the Public Works.
