(VIDEO TAKEN) (CSS) The Commission waived the reading of the Staff Findings. A video of the site was shown. Chairman Matson noted two letters received regarding this matter, one from Clarence Pearce and one from. Harry Rhine Jr, Commissioner Nelson asked why the site was cleared before receivingapproval for the Use Permit? Staff said the site was probably cleared while the application for the Use Permit was pending,, anticipating there would not be a problem. Staff said the consideration of higher density is allowed in the zone with,a Use Permit. Commissioner Lambert asked when the TM -1 zoning to the north was established? Staff thought the properties were rezoned in 1984 or 1985. Staff noted that the TM -1 zones were Conditional Zordng, with an Agreement restricting the use of the property. Commissioner Nelson said he was concerned with setting a precedent by allowing, a second dwelling on this property. Staff said th:s Sheriff's fee Will be applied at the time of the building permits. The hearing was opened to the public. Mr, Doerschlag said he talked to a planning technician prior to submitting this application. He said he was disappointed with the staff finding recommending denial, Mr. Doerschlag submitted an exhibit showing the surrounding properties and their sizes. He said there are many small parcels in the area zoned for 5 acre minimum: He gave the Commission a handout on water availability: He said he has been monitoring wells on the property for their water levels, He talked about the traffic on Schott toad and Highway 32. He said the roads are safer with the left turn lane installed because of the new school across Highway 32, He said he has talked to Dave. Minton, CDP, regarding the requirement for a sprinkler. He said Mr. Minton told him sprinklers are required for subdivisions: He said Mr. Minton's only recommendations for this project were road access and the house number being properly displayed, He did not think this project was incompatible with surrounding propertyi He briefly discussed road maintenance in the area, He said his source of water was a well that tested at 15 gallons a minute for fire protection and domestic use. Mt. ENVIRONMENTAL IMPACTS_ AND MITIGATION MEASURES This proposed project has no significant environmental impact for the following reasons: The majority of improvements altouldy exist: previously leveled 50 X 100 foot site (1973); well and w,,ter lines established (1981), septic system installed including 1800 gallon concrete tank with 140 feet of leach line (1979). The only excavation required is a 12 X 1.80 foot driveway with an estimated 60 cubic yards of earth to be moved. The ditching for the water -tight drain line and water line has a total length estimate of 350 feet. Further, the excavation and ditching will. not harm or effect any tree over 6 inches in diameter. ENVIRONMENTAL_ SETTING: The project site was leveled in 1973, and is now overgrown with typical 2700 foot elevation mountain growth,, primarily brush and small trees. There appears to have 'been little or no erosion on the building site during the past 18 years. The topography around the immediate site area is approximately a 6% slope which; terminates 300 feet east of the site in a natuial drainage ditch, Domestic dogs and cats exist in the surrounding areas, therefore the wild animal population is minimal, such as birds, lizards, mice, etc. To my knowledge, this property holds no cultural or historical aspects, but I do find it scenic. The existing structure on this prcp ot.ty is s single-family home used primarily for a Cental. Th,ts home consists of 1008 square foot living area! 3-bedroomsY 1 -bath, kitchen.;, dining roost, avv a front room. The structure has an attached 1 oav garage '22 X 14 feet, The surrounding properties range in size from 1 acre to 10 acres with the median of 5 acres. The county roads in this area are not designed to handle large volumes of traffic. This is very adequate because the zoning is low den,;ity, five acre parcels minimum. If the zoning is changed then there has to be a plan to upgrade the roads. ;n addition the cost to upgrade the roads has to -be borne by the county or the local property owners. Neither of those options is very attractive, Mr, Doerschlags property is up the mountain from my property, so if tho, housing density is increased can there be assurance the additional leach lines per acre won't affect the surrounding property?
