If development is allowed, only a water source of 600 .feet or more this in depth should be allowed and all water veins above depth should be cased or sealed off. F-• rj.D.H. & M. This ,project is County number APN056-360-020. 0121/koenig Subdivision Map. The purpose of the survey, on behalf of owner Mr. Harry koenig' was to assess the archaeological values present within the 10 and one-half acres of proposed subdivision and to offer recommendations regarding the disposition of any significant values p,resen"k ('those potentially eligible for the National Register of Historic Places). This report presents the results of this work. Ono tit the reasons behind this survey is that this general area has t:he potential for containing significant cultural properties. When the parcel split was proposed to the Butte County Planning Dopartment, they responded with a request to the California Archaeological Survey Information Center at California State University, Chico, for an assessment of the cultural resources known within or near the parcel, the relative sensitivity of the location, and whether an archaeological survey Was necessary. A. copy of this report is attached (I C. # L.9i-25) 13riefly the report indicates no prehistoric sites recorded within the project boundary, or within one mile of the property. HowL-ver, the coordinator, Dr, Makota Kotdta, dotes that sites have been found in 'similar environmental settings on the Forest Ranch Ridge, Fol- historic orhistoric sites, the general vicinity includes .a cemetery in Section 29, a Dodge Place in Section 30, structures in other sections, and the historic Humboldt wagon road on the ridge of which Forest Ranch was a stopping point. Further information on the history of this road is included in the attached letter. Environmental Setting, and Cul,tura'l SSite Ex,oectations, The, Forest Ranch. Ridge is a major crest between Sig and L i.'t t 1 p Chico Creek canyons. It formed a principal byway betwOeh tho mountains and Valley in historic times and probably in prdh.izt"tri;r times as well. The mixed conifer forest and chaparral vetitAn(..011 communities provided tOettiih plant foods (e.g black oak acorns) and animal habitat 'for deet-, bear and squirrels that were utilizod by the Ihaidu inhabitants at the time of contact and before, Water sources are scarce on this ridge and would have boon a limiting factor to occupation compared to the water -rich canyons, The terrain, however, is flat, And spot,i.al use sites and tOMPOI-ary occupation sites would be expected. From a historic site perspective, we have already seen that j ggrygy Methodology Prior to the, survey, Maps of the various parcel lots were provided by Sierra West Surveying along with the parcel's location on a topographic map. This is an 'b1d overgrown road dating to the historic period, perhaps the late UZ a 1800s, if not 'before. Associated loci were found just ofi of the parcel, including a dump from a possible logging camp .tid the remains of a historic settler's cabin. These date to late 1800s-turn of the 20th century and seem associated _tth the entrenched road which s,:-r• d rUi to a bit of traffic in its4 day and was relatively well-cons truc'teu ;,r!bly excavated to somw extent with a 'Fresno scraper or the like. It ,,.,, el l be that this is 2t portion of the Humboldt Road system, alLhough the modern topographic map shows the 1'WagonRoad" to the east. There was probably more than one road considering that the traffic could have -1 been heavy by yesterday's standards and a narrow road would ha%t. created some problems for wagons approaching from opposite directions. The old stumps in the vicinity also suggest that this could have served' as a logging road'. The one short-term habitation/cabin site implies this was more than just a logging road. I -favor a mufti--use road as an interpretation of its use. H site record for that Paortibn of the road system within and' immediately adjoining the parcel and the two nearby associated locations is attached: Recommendations I' recommend that tr-,is road be placed on the subdivision map and every effort be made' by lot Owners (Lots 30 4 and 9) to avoid it during house construction and the placement of ancillary features. (This road is shown in its approximate position onr the attached map but should be accuratOly surveyed with proper instruments and plaed n on the final parcel reap.) Certainly, more of this road is presenlc ' on adjoining parcel,, but, if this is part of the Humboldt Road system, then efforts should be made to preserve or protect segmenti as undoubtedly other portions have already been destroyed: The two existing houses have fortuitously avoided the road in Lot--- 5. and B. Certainly, careful planning can lead to its avoidance in the other" lots listed above while still accomfhiodating construction of homes. y; Qv September 11, 1991 w Butte County Planning Department 17 County Canter Drive Orovlle, CA, 95965 NE: • _ APR 056•--366-o20, 021/' KOENIG SUBDIVISION MAP 1- I- C+, I L91--25 T24N, 8314 Section 32; ZTSGS Cohasset '7.5' quad 10 acres (Butte county) Dear Planning ,Department;, In response to a request rec:eil""i?
