Authorization for .enforcement for mobiles is pursant to the California Health and Safety Code 18300 which requires the local enforcement. Butte County Resolution 74-158 directs the Department of Public Works to enforce the regulations pursuant to Health and Safety Code Section 18300. The Private Road being used was developed on Private Land with the consent of its owners, at the common law, before I came here. I said in my previous letter there are no public water, sewer, gas or electric utilities available at the property in question --so why do you require permits for them? The well is permitted. Please provide a copy of the Butte County Code sections 2L431095 and 2421.31 cited i_ n_ your / letter to determine whether living and working on private property is defined as camping in the lode. Note that I am in compliance with section 24-38(b) and (c) in that I have not placed more than a combined total of two trader coaches... nor are there more than two families on the property doing agricultural uses and home occupations, permitted by code section 24112.3, which requires that the proprietor resides on the premises. I have no more than one assistant in connection with such use. As I was ordered by you, I am responding to a CORRECTION NOTICE issued on the Thirteenth of April, 1992. I would also like to inform you of my situation so that we are both aware of what is going on, and to inform you of the circumstances in which I live. I am a disabled. Vietnam Veteran, living on government handouts. I would be happy to fill you in on the details of how I am disabled, or the extent of my disability. I live on a, Private Road in the Concow outback. We have no Public or County Road, nor any county services, except building inspectors and helicopter over flights. The land where I live is land- locked and isolated. I also have. -no Public Utilities, nor do I want any. I try to get along on very little. My energy needs are modestly provided by bottled gas and a gasoline driven generator for electricity, I have considered using alcohol, instead of petroleum-based fuel, because they say it bums cleaner and is renewable. Could you please tell me if the Butte County Department of Public Works could supply plans for making a still for this project? But I hope to eventually use Solar Energy only, it's free and plentiful. Any suggestions you may have concerning Solar Energy and how to harness it would also be most welcome. Providing me this information ought to be very important to the County and to the State since they are so concerned with Clean Air that they are making us "smog" our cars. - Our water comes from an established well which was blessed by your department a long time ago. We use it conservatively because it is so expensive to pump water, due to all the taxes which are put on everything we buy, including fuel for our survival. I do all I can to keep the water I drink from being contaminated, including chlorinating it periodically and preventing anything from going into the well. We take care of our basic needs very simply, by eating whatever food we can get, as long as it is clean, especially our water. Our output is composted, so that we may use it for growing things, like plants, flowers and grass. I; must confess that we occasionally "pee" on a tree, could you give us some guidance on how to do this safely. Also, please tell us what the rules are for defecating in the woods. In Vietnam we did our thing in- 55 -gallon drums which we later burnt using Diesel fuel; this was acceptable to the Army as a sanitary way of doing business, but the neighbors would object around here. I do not want to install a septic tank because it is my understanding that the County is on a campaign to get rid of them, because they say that they are contaminating the water supply and I wouldn't want to do that. I think it might be better to wait until you install sewers in the Concow area and I'll hook up to them then, if I can afford it. c I would like to pay whatever you require, but times are hard and I am too poor to pay these fees and, like you, I will have to find somebody who will give me money for nothing. I need to find some charitable organization, or a non-profit one like the County, State or Federal Government to help me. So" please, if you possibly can, allow me some time to find a way of borrowing from them so I can pay you. Otherwise you will have to waive the fees. I wish to make it perfectly clear that I am a peaceful man, as my neighbors can testify. I have talked to them about your visit and told them that you said that "if I do not pay the fees, or get off the land within 10 days,, I would be thrown out for the lack of permits & departmental approvals required to occupy the property (living in converted bus & or camper in this case)." Neither I or my neighbors can understand this forceful approach, or where you get the power to do this, so perhaps you could clarify it for me, so I can pass it on to them. Can you tell us where we stand and how we can find your orders concerning this matter. First, please tell me what rights we have as landholders here in Butte County. Do we hold the . land in what they callfee, or allodium, or what? Is it our land, or is it yours? I am interested in knowing if I am buying this land from the seller of it, or if I am renting or buying from the County. My neighbors are under the impression that we own the land, or are buying it from someone other than the County, as a freehold. Please tell me, in writing, at your convenience, whether our tenure here is as vassals, or as freeholders of the land. I would also like to inform you that our neighborhood is very jealous of both our privacy and our property rights, and that anyone who comes upon private property is trespassing and is subject to citizen -arrest and prosecution. So please observe our property rights. I would like to remind you that protecting these rights ought to be important to you, as a government employee.
