Dear Mr. Armstrongs
This letter will confirm the conversation Mr, alander and Mr,
Pritchard of the Public Works Department and myself had with
you on April 151 1969, regarding the use of the dwelling on
O your property located at the intersection of Jordan Hill Road
and Concow Creek.
As you know, from our past encounters the dwelling has been
condemed for use as a residence or for any public or commercial
- use. Since you are again occupying the building, it will be
necessary for you to cease occupancy of the building as a
living unit and use it only as a barn or storage building until
such time as you secure the necessary permits and re -construct
the building so that it meets the building and sanitation
requirements..
Your proposal to stay on the land by occupying a trailer on
the property would be satisfactory provided that you vacate
the dwelling thirty (30) dayb from date of receipt of this letter
and obtain the necessary trailer living permit. Before a
trailer living permit can be issued a satisfactory underground
drain must be provided for waste water from the trailer.
Enclosed for your convenience, is an application for a trailer
living permit.

Violation of State Housing Law - Donald Armstrong
With reference to the above subject, attached is a copy of a letter sent
to Mr. Armstrong on August 3, 1964. On August 28, 1964, we again visited
the site with Earl Mood of the Butte County Sheriff's Office and found
that the building is still being occupied. Mr. Armstrong was not home at
this time, but we took pictures of the residence showing that he is occupy-
ing the building.
Would you please write the usual warning letter to Mr. Armstrong advising
him'to comply with both the building and sanitation requirements, or to
demolish the residence.

RE; State Housing Law Violation
Dear Mr. Armstrong:
We have received your unsigned letter dated July 13, 1964, regarding your change of
residence from the building at the southeast intersection of Jordan Hill Road and
Concow Creek to the property of Mr. P. Grieco.
in acknowledging your letter, we would like to take this opportunity to review the
problem as we see it.
On June 26, 1964, we had an occasion to inspect your property at the southeast inter-
section of Jordan Hill Road on Concow Creek in Butte County. At that time, you were
living in the building which you had recently constructed without first securing the
necessary sanitation and building permits. A notice informing you that such construc-
tion was in violation was issued to you.
— On July 1, 1964., at the Health Department Office in 0roville, the problem was reviewed
with you by both the Building Department and the Health Department. At that time, it
-was agreed that you would abandon the use of the building as a dwelling and either tear
it down or convert it to a barn or storage building. You were requested to provide the
County with a written statement informing us of your intentions to do this.
A reinspection of your property was made on July 10, 1964, and revealed that you were
still occupiLng the building.
III view of the fact that the building was constructed and occupied in violation of the
State Housing Law, it will be necessary for you to immediately cease occupancy of the
building as a living unit and either (1) demolish the building,or (2) convert it to a
barn or storage building by removing the kitchen and living facilities, or (3) secure
the necessary permits and reconstruct the building so that it meets building and sanita-
tion requirements.

We trust that this matter is clear and that you will comply within the next thirty
(30) days to one of the above -listed alternatives. A reinspection is planned to
insure compliance.

RE: Donald Armstrong
Mr. Donald Armstrong of Rt. 1, Box 225-B, Oroville, constructed living gtarters
on hisproperty at Concow Creek and Jordan Hill Road sometime in 1963 and 1964 without
obtaining the required building permits and health department permits. Since that
time, the Health Department and Department of Public Works has been corresponding with
Mr. Armstrong, meeting with him, and attempting to work out a satisfactory solution to
his problems.
At our last meeting with Mr. Armstrong on July 15, 1969, Mr. Vanhart and I agreed
that he would not comply and that the matter should be turned over to your office.
Below are listed the dates of letters or contact with Mr. Armstrong:
1. June 26, 1964 - Rackerby memo on original findings.
2. July 1, 1964 -- Meeting with Armstrong where he agreed to discontinue
use of building.
3. July 10, 1964 - Inspection revealed still using building.
4. July 13, 1964 - Letter from Armstrong onA? hahge of address.
5. Aug. 3, 1964 -- Joint letter of violation.
6. Aug. 28, 1964 - Inspection revealed still using building - pictures taken.
7. Sept. 8, 1964 - Letter to District Attorney requesting warning letter.
8. Sept. 16, 1964- District Attorney letter written.
9 9. Sept. 30, 1964- Advised by Armstrong that building converted to storage.
10. November 13,1964- Armstrong appeared to have vacated building.
11. July 14, 1967 - Armstrong returned and advised that Health Dept. had
posted building.
12. July 17, 1967 - Armstrong applied for trailer permit.
13. July 28, 1967 - Health Dept. questioned whether or not his property.
\ 14. Aug. 2, 1967 -- Health Dept. letter regarding question of ownership.
15. April 11, 1969- Complaint Armstrong had returned and using building.
16. April 18, 1969 -Letter giving 30 days to vacate.

together with baby using building.
He was advised that matter would be turned over to other agencies.
