Introduction
In order to assess the archaeological impacts of a proposed
subdivision involving approximately 190 acres of land located about 1.5
miles south of Jarbo Gap and east of State Route 70 within B't,ttn County,
california, the firm of Ron Graves & Associates, acting on behalf of the
property owner Mr. James Ladd, contracted for a complete record;; search
and on—foot recons, issanc.e of the parcel in compliance with
recommendations received from the Butte County Planning Commission.
Accordingly, on Thursday, January 23, 1986, project archaeologist D,
ricGann conducted an intensive, on -foot reconnaissance of the project area
for the purpose of locating and recording any evidence of prehistoric or
significant historic use and/or occupation.
The Ladd parcel consists of an irregt early --shaped piece of Land located
about 1,5 miles south of Jarbo Gap immediately south of the Intersection of
State Route 70 and bark Canyon Road on the ridge above the North Fork of the
Feather River. Dark Canyon Road forms a ,portion of the western perimeter
of the parcel which extends westward to the section line between Sections 35
and 36 The current proposal calls for splitting the land into four separate
parcels ranging from 10 to 50+ acres in size, each of which would
eventually be subjected to homesite and perhaps other developments. In
view of the pot,,ntial adverse affects of future construction to cultural
resources which might exist within the area, and in view of the general
archaeological tivity of the region, Butte County and other i-egulations
required that c al resources be fully inventoried and formally assessed
prior to project bpproyai, pursuant to Section 106 of the National Historic
Preservation Act of 1966, as amended (16 U.S.C. 470), procedures of the
Advisory Council on Historic Preservation (36 CFR 800), and other
legislation and orders.
The remainder of this report details the results of the required`
archaeological survey and inventory and provides appropria":e
recommendations. All fieldwork procedures followed guidalines provided
by the State's Office of Historic Preservation (Sacramento) and are in
conformity with accepted professk-,nal standards.
Location
ThO James Ladd pe ,el is located within a portion of the southeast
quarter of section 35 of Township 22 North, Range a Cast, i1.D,1l,, of the
USES Berry Creek, California, 7.5` quad (see attached Projo t LUcation
Map). The parcel consists of a total of approximately 140 acres of partially
timbered and brush—covered terrain within unincorporated lands of Butte
County.
Prior to going into the field the archaeological records maintained by
the Northeast California Information Center (CSU—Chico) were examined for
any existing recorded prehistoric or historic sites within the project area.
In addition, the National Regi,ster of Historic Places (USbI 1983) was also
consulted. No sites are currently recorded on or Immediately adjacent to
the Project area, although several ro(,kshelter and, Indian village sites have
been recorded within 1-2 miles or the project area. While none of these
previously recordedsites would be affected by the proposed Ladd project,.
their presence indicates the level of archaeologically sensitivity of this
zone within the Sierra Nevada mountains (cf., Jensen 19811 1985).
Ethnographically the project area falls within territory which was
occupied by the Northwestern I'laidu, or Konkow Indians (Riddell 1978: Figure
1). Although the ethnographic data do not identify any specifit 'sites within
the project area, the general ethnographic information in combination with
the results obtained from previ,ous archaeological surveys and excavations
Within the region (e.g., Jensen 1978; 19704 19826 1983; 1985) suggested that
a number of prehistoric site types might be located within the area,
including the following., (1) aboriginal middens located on the ridges above
Major stream cmnes- and on knolls or flats adjacent to smaller drainages;
(2) aboriginal Milling stations located on rock outcrops within thf-, vicinity
of good black oak acorn collection area8i, (3) surface scatters of lithic
flakes and implements resulting from short term use and occupation; (4)
isolated finds of aboriginal lithid flakes and artifacts, and (4) various typds
of historic sites dating to time periods between about 1850 and the present.
Such sites have been recorded within the immediate project vicinity,
throughout Konkow Indian territory and within the Oroville Locality
generally.
Fieldwork
As noted, fieldwork for the project was conducted by project
archaeologist D. McGann on Thursday; January 23, 1986, The oh"foot
survey involved criss—cro8sirig the parcel in non- systematic survey
traftects ranging from 10 to 15 meters apart and partially following land
contours, EXamlnation of the surface involved inspection of disturbed
areas, Including road cuts, rodent middens, and stream—eroded banks, for
evidence of subsurface cultural matoriali

There has boon so much correspondence and even more verbal exchanges.
concerning this project that I wish to restate my clients position
regarding these four (4) parcel maps.
1.) We will obtain a .Public Report as per the 04istrict Attorney's
condition.
2.) We will add 211.more gravel to the existing road which will
effectively bring it to the old R8-7 standard. It has been inApected
and approved as per the old R58-LDI, 20 feet wide graded and gravell-
ed. The additional 2'1 of class 2 A,Bi amounts t
We will also "pull the ditches" o over $1,000.00: and grade and clean up the road.
3.)We will meet all other requirements, such as Fish and Gar,w set-
backs, Health setbacks, Dees Herd fees, etc.
4.) We will build a 20 foot wide emergency exit with 1" of gravel
out the east side to Big Bend Road, if possible. The owners to the
South may challenge our right to do so and if litigation becomes
necessary it would be extremely costly as well as lengthy, and we
could lose, therefore the exit would be physically impossibl.o.
