The :Initial Study for the above referenced project was completed in February 'of 1989.
Over the past two years several other environmental issues have been raised by
responsible agencies which must be addressed prior to adopting the tentative parcel map,
The Public Resources Code Section 15074 (hrequires the Advisory Agency to consider
all comments received during the public review process. Because the Richard White
entative Parcel Map is still under public review new comments such as those received
from the Butte County Sheriff ,nest be considered: In additioti, since the Initial Study
was conducted the Butte G Tlty Association of Governments has finished the
development of a Computer Traffic Model for the Paradise Area. Tlae new information
on traffic in the Paradise Area is summarized in `�-s UpdatedEnvironmental Evaluation.
The Following Mem*,o will discuss the environm,;. atal issues not previously addressed by
the Initial Study dater l ebruary 7, 1989;

The .Butte County Board of Supervisors at the July 14, 1991 Board meeting inStrriated
County Counsel to prepare an Agreement to mitigate the impacts of growth on police
protection services. 'Tt is recommended the applicant agree to enter into the proposed
Agreement as a mitigation nrmeasurd to reduee the impact on the Sheriff, to a t-,; .than
significant degree:

a significant cumulative impact on transportation+ 01fid Richard White Tentative Parcel

of the area to be completed. The Paradise Area, Transportation Study was started M`
March of 1989,1 The land use. and tra�fie data necessary to develop the transportation
model was collected during, the months of April through Septeiriber of 1989 71id model
was calibrated "to the background traffic volumes iri the fall of 199 , Traffic projections
were developed for the years 1995 and 2010 based on the existing general plans and
zo,ftiridocuments thes udy ' rt , A technical report wets completed in October of 1990 which

Currently, the Skyway is operating at. a LCIS A or B depending on the time of day,
to the year 2010 approximately severity (70) percent of the roadway capacity of the
Skyway on the upper ridge will be utilized; Assuming the demographic characteristics
stay constant, and the density of subdivisions do not exceed the existing zoning scenario,
the traffic generated by the year 2010 will be approximately 1,080 vehicle trips per hoar
per lane at the P.M. Pealt, ius, the segment of the Skyway north of Paradise will
maintain a I'OS C: However, the inodel indicates that the intersections of Peretz
Coad/Skyway and Clark Road/Skyway will not aneet. the LOS C standard required by the
Butte County Circulation Element, by the year :1995 without intersection impravenients
increasing the capacities of the intersectlons;

the sparse population of the Paradise Area it appeared that the total operating speed
measure would give a better indication of congestion on the roadway network during,
peak periods: When the model was -reviewed for operating speeds it was found that the.
Capper Skyway would drop below the 1,05 C if subdivisions were allowed' to continue
without transportatlrn improvetnerits. In additions, the operating speed LO" S analysis
technique indicates that all: intersections on the Skyway lit the Paradise Pines Area would'
exceed the LOS C standard by the year 2010,
