I We are not asking for permits for the agricultural building, but only for the portion converted to other than agricultural usage. ,,Sections 361(a) and 502 of the -1982 Uniform Building Code (copies of- which are attached) are the major code sections specifying -when permits are required and dealing with change in use. No. 58-27-23 Dear Mr Che'ff: This is in response to your letter of June 3, 1986 in which it is requested that I acquire a permit and have an inspection of this building. The building in question was built in the winter of 1980, at that time no permit was needed for the building of an agricultural building. It seems to me to retroactively require a building to be permitted is beyond your authority. I would appreciate if your department would provide me with the legal basis and all code references which give your department this authority. As to the alleged modification of the building in such a maner as to no longer conform to your department's definition of an agricultural building, please advise me under what legal structure your office can require building permits on hearsay evidence.* We fully intend to research the legal rights we may have regarding this harassment and to determine whether we are being selectively persecuted or whether there may be those in. County government and possibly even in your own department owning properties for which you may not have building permits on file. All non-current, carrying metal parts of the mobilehome (aluminum siding, gas line, water line), including fixtures and appliances, shall be tested for,continuity from such equipment and the grounding conductor. 6. Upon completion of the above procedure, the power supply cord or feeder assembly conductors shall be connected to the site service equipment. A further continuity 'test shall then be made between the grounding electrode and the chassis of the. .. mobilehome.
