The emergency regulations are adopted into California Code of Regulations, Title 25, Chapter 3, Subchapter 2, and adopt by reference portions of the California Code of Regulations, Title 24, California Building Code, Part 2, Chapter 7A. The emergency regulations have been filed with the Secretary of State, making the emergency regulations effective for one hundred and eighty (180) days. Within this 180 -day effective period of September 1, 2008 through February 27, 2009, HCD is proceeding with a regular rulemaking action, including a public comment period.
