Our concern when performing a pre -application review is to determine whether or not
there are fixed physical characteristics on the parcel that will completely prevent or
greatly hinder your project from proceeding. These specific concerns normally involve
only the provision of adequate sewage disposal and domestic water to the project.
Your parcel has considerable useable area available for a standard sewage disposal
system. If you are able to use a standard sewage disposal system for this project we are
generally satisfied that you can meet the minimum requirements for sewage disposal and
domestic water. However, we unfortunately at this point do not have adequate
information to determine if you will be able to use a standard sewage system. (Please see
the point below under the Pre -Development Review Meeting section regarding sewage
disposal). You should be aware that a pump would be necessary in even a standard
sewage disposal system. Also, dependent upon the amount of use on the water system
you may also be required to meet the minimum standards for a state permitted water
system.
Our office will have another even closer look at your project after it is submitted for the
actual use permit review. At that time we conduct a more detailed review and provide
our conditions and concerns regarding non -fixed adjustable items. These are items that,
because they are able to be adjusted, we believe having to make changes to them to meet
a minimum standard would not prevent your project from moving forward.
In your case these non -fixed adjustable items would be concerned with such things as the
construction and permitting of the group kitchen, and the construction and operation of
the dog kennel.
PRE -DEVELOPMENT REVIEW MEETING
Due the rather unique, to us, design of your proposal I took the project to the County
Interdepartmental Review Committee meeting for discussion. This is the same
committee that will review your project after it is submitted for its use permit review.
There were a number of specific questions and concerns expressed, particularly by the
County Building Official and the representative from the fire department. Enough
questions were raised in fact that it was generally agreed that, rather than trying to deal
with only our department, you should strongly consider having a formal pre -development
meeting for your project. Some of the more critical issues mentioned were:
• The need for an A-3 fire rating on the yurts
• The fact that this is a multi -family structure in the State Responsibility Area for
fire concerns will trigger special considerations
• The yurts are made of alternative materials and methods so must receive special
approval from the Building Oficial. .
• A larger than normal waste water flow, the presence of unusual constituents in the
waste water (i.e., special medications), or other factors effecting the waste water,
could result in the sewage disposal system needing to be a special engineered
design and/or approval by the State Regional Water Quality Control Board.
• Questions about the number of dogs and attendants on site.
• Questions about the design, including waste disposal, for the kennel.
• A generic floor plan for the yurts was needed.
• Details about usage and the design of the kitchen facility.
