Dear Mr. Landsmann;
This will acldnowledge your and Mrs. Landsmann's call to this office on
February 11, 1974, and our discussion relative to electrical service for a
pump on your property in the Big Bend area of Butte County.
This will confirm that permits are not necessary for electrical service to
agricultural systems, and I am sure this can be confirmed with PG&E by way
of a copy of this letter. Permits would be necessary, however, if any
electrical use is proposed to a residence either temporary or permanent
on your property.
We further advised that the building which is on your property has not been
okayed for living purposes and the electrical service for the agricultural
pump should not and could not be used for electtical service to the building.

Dear Mr. Castleberry:
Thank you for your letter of November 19, 1975, in reply to our letter to
the. Butte County Board of Supervisors, in which you expressed a desire to
help us solve some of our problems.
Truthfully, Mr. Castleberry, this is*such a ridiculous situation that it,
should not have arisen in the first place. We trace this problem directly
to Mr. Lloyd Sweet, senior building inspector of Butte County, who, it is
clear to us, did not give you a correct picture of it. Let us recapitulate:
Early in April 1973, 101 r . James 'Glander gave an O.K. to Mr. Bill Huggitt, an
electrical contractor in Oroville, to connect the electrical power line to
our water -pump. Mr. Huggitt was delayed by previous commitments, and was
not able to do this job in the agreed upon time. Two months later, we asked
Mr. Don Arndt, P. 0. Box 254, Rt. 1, Oroville, also an electrical contractor,
to do the job for us. Mr. Arndt also went to check with your building in-
spection department, and he also received an O.K. from Mr. Hooper for a
"temporary pole." On this basis, the work was done and paid. for, and a sub-
mersible water -pump was installed early in June, 1973. P.G. & E. was ready
to install a meter at any time. But, -on our last trip to Oroville in October
1973, Mr. Sweet demanded from us an application for a residence building per-
mit, knowing very well that we are not ready to,build a home at this time, not
for three or four years. We are clearing our land -and we want our orchard
started, which is the reason why we need the water. We waited two years for
P.G. & E. to bring the power lines to our property and paid them $4,000 for
this. in spite of the fact that we are not ready to build our home at this
time, we relunctantly agreed on the above-mentioned date, to file an,applica-
tion for a building permit and pay $97.00, hoping that this would solve our
problem. But, when the forms Were filled out a ain on that date, we found
out that this building permit and the fee i- xf,newabl;f ly, until a house
is built and finished. We balked and refused. This is unfair. Now, Mr. Sweet
is using our more than justified refusal as a weapon against us.
Because of the nature of our business, we are able to visit our land only rarely,
and for short periods of time. We are not fly-by-night land speculators, nor
are we squatters. Ile do resent such treatment by Mr. Sweet. Since we bought
our land eight years ago, we have paid Butte County very close to,$30,000 in
taxes, and we ask only a little fairness and considerat.ion.in return. We hope,
Mr. Castleberry, that you will be able to persuade Mr.,Sweet to abide by the
decisions of Mr. Glander and Mr. Hooper, otherwise we will be forced to resort
to legal action against him. Mr. Sweet has caused us great and unnecessary
inconvenience and much hardship.

Nicholas'Landsman has several hundred acres on Big Bend Road.
He wants electrical service to run water pump. Was advised
that he.must apply for a building permit prior to us giving
clearance to PG&E. Apparently he will not sign an agricultural
'contract with PG&E. Bob Fehlman, manager of PG&E in Paradise,
is real familia with it.
He attempted to apply for a building permit on.October 19, 1973,
but withheld payment of fees when advised he would have to provide
two sets of plans.
