ANALYSISs This project is.a request for a Use Permit to allow a second dwelling on a 5434 acre parcel in a Tt1-5zone on upper Coutolenc Road near Magalia. The proposed use is a conditional use under Section 24-1.74 (b)(1) of the Butte County Code which states "Residential. uses other than one single-family dwelling per parcel or one single-family dwelling per, five (5) acres for TM -5, including labor camps, commercial guest lodging, group quarters or,dwelling units at greater densities,," The properties surrounding the the proposed project with the exception of one 'parcel have been developed`, at a density of one dwelling rnit per, five acres. The Use Permit was necessary to ensure that the placement of second dwellings would not be detrimental to the integrity and character of the zone and in case of future subdivision that no conflicts would occur. The General. Plan designation for the project site is Agricultural. Residential. This land use designation envisions rural densities of one single-family dwelling per parcel: The General Plan requires that residential densities be related to the intensity and compatibility of adjacent land uses. Land uses within the near vicinity is limited to one dwelling per parcel at parcel sizes of five acres or more. The character, of the area is typified as' a timber mountain forest,. The General Plan.' also calls for a balance between residential densities and traffic-carryingcapacities of existing andproposed circulation plans. Currently the Upper Ridge Area is considered to be impacted by traffic. The issuance of a Use Permit to allow an additiona'1 residential unit in this area will add to the cumulative: impact on the ridge transportation network. Currently all development on the ridgeis serviced by a two lar:(e roadway known ;as the Skyway. This roadway traveirses the old railroad track corridor. on the edge of the Feather River Canyon and the Magalia Dam which capacity of the 'Skyway create difficulties in expandingthe traffic corridor.
