OWNER -BUILDER INFORMATION
An application for a building permit has been submitted in your name listing yourself as the builder of the property improvements specified.
For your protection you should be aware that as "owner -builder" you are the responsible party of record•on such a permit. Building permits are not required to be signed
by property owners unless they are personally performing their own work. If your work is being performed by someone other than yourself, you may protect yourself from
possible liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business license from the city or county. They are also required by
law to put their license number on all permits for which they apply.
If you plan to do your own work, with the exception of various trades that you plan to subcontract, you should be aware of the following information for your benefit and
protection:
° If you employ or otherwise engage any persons other than your immediate family, and the work (including materials and other costs) is $500 or more for the entire
project and such persons are not licensed as contractors or subcontractors, then you may be an employer.
o If you are an employer, you must register with the state and federal government as an employer and you are subject to several obligations including state and federal
G income tax withholding, federal social security taxes, workers/ compensation insurance, disability insurance costs, and unemployment compensation contributions.
There may be financial risks to you if you do not cant' out these obligations, and these risks are especially serious with respect to workers' compensation insurance.

If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform thier work personally or through thier own employees,
without a license contractor or subcontractor, only under limited conditions.
A frequent practice of unlicensed persons prefessing to be contractor is to secure an "owner -builder" building permit, erroneously implying that the property owner is
providing his or her own labor and material personally. Building permits are not requir3ed to be signed by property owners unless they are performing their own work
personally.

The following drawings and specifications must be submitted to the Building Division in order to apply for a
permit. INCOMPLETE SUBMITTALS WILL NOT BE ACCEPTED. ALL PLANS MUST BE LEGIBLE AND IN INK.

❑ 2. Complete plans, 3 or 4 sets, signed by the preparer of the plans (No graph paper!) OR
Engineered plans, 3 or 4 sets, with wet signature on plans AND 2 sets of stamped and signed calculations.

Hello Karen. Here are the repair photos of the house in Sterling at 7886 Lava Street. I hope these are
descriptive enough to finalize this residence. This place has really been a thorn to both my wife and I especially
since this small attic fire was not disclosed to us upon purchasing the home and the problem tenant eviction.
* The sewer plugging was resolved -by installing another new toilet.
* All receptacles through out house were replaced.
* Fire alarm in every room.
* I capped off the stove pipe so no more burning wood even though the stove pipe was still in good order. The
attic fire appeared to be over 30 years old which was established by talking with long term neighbors in the
area.
The damage to the attic was actually very minimal with a thin layer of burn scale localized in upper area which
didn't effect the structural integrity, just cosmetic. I did add new 2X4's to four of the rafters and resheeted the
end. I also painted entire attic with an approved burn damage paint.
There was no damage to any electrical.
The entire house was repainted and refloored.
I understand I need a permit for the work. Hopefully that can be handled by credit card over the phone as well
as the approving the work with the PICS attached. The damage is very minor as you will see. I have been on
the fire dept. for 16 years and have a good idea of the damage in question. Since I do live 3 hours away I hope
you can sympathize with my position.

I pulled the Building permit file for APN 059-092-025 to try and determine if there is more than one residence on that
parcel because currently the sewer assessment is for only one unit and one of our road crew told me there is a house and
an apartment above a garage there. The building permit file doesn't have much in it but there is a 4/28/05 letter from you
to the owner - Michael Ingle - and another copy to Jill Clarkson. Your letter requests repairs to sewage disposal system,
inadequate roof and ceiling members and supports to carry loads and there was exposed romex and missing receptacle
cover plates throughout the house. There was no follow up documentation in the file if any of those things were corrected.
My question to you is - Do you remember if there are 2 residences at that location or only one?

Dear Jill Clarkson:
This department has received a complaint alleging health and/or safety hazards at the above -
referenced property. Butte County Assessor's records indicate that you own or control the
property.
On April 25, 2005, an inspection was made regarding the complaint and the following conditions
were observed which are in violation of the California Health and Safety Code, Section 17920.3

It is the County's goal to obtain voluntary compliance with the California Health and Safety
Code. However, you should be advised that Butte County has an active code enforcement
program which provides an effective means of enforcement. A re -inspection will be made to
determine compliance. If voluntary compliance with this notice is not accomplished by
correction of the above -referenced violations, enforcement may be pursued through the issuance
of a citation to appear in the Butte County Municipal Court.
Upon conviction and per Section 41-7 of the Butte County Code, violators may be fined and a
Notice of Violation may be recorded which include a description of the action necessary to
correct the violation.
Furthermore, failure to comply will result in the Franchise Tax Board being notified of
your non-compliance. You will then be prevented from claiming state tax deductions for
taxes, depreciation, amortization, or interest expenses connected with the property as long
as it remains substandard.
This notice is given to you pursuant to Section 24436.5 of the California Revenue and
Taxation Code.
