Building permits are not required to be signed by property owners unless they are personally performing their own work. Four months ago I called Butte County Planning Department, Building Inspector and'Sanitation Department to learn what was the zoning and limitations on the two subject parcels owned by Ms. Haddock, et al. Planning advised me it was A-2, which would permit anything, although this was an undesirable zoning and gra- dually being phased out for that reason. My inquiry was prompted by the then most recent addition to the fast-growing complex commonly known as "The Tank House". The owners had pulled a travel trailer up to my property line and pro- ceeded.to build a wood frame around it with a metal snow roof and a frame closed -in room adjoining the trailer. I contacted the neighbor to protest its closeness to the property line and the addition of another residence. I was told they had a permit to build it, it was being constructed to house the mother of Ms. Roll who resides with Ms. Haddock (Ms. Roll's mother has since died) and they were 7 feet fiom my.property line, well over the 5 ft. setback allowed. I would like to give a summary of the additions that have been made to this property over.tthe*past five years. There were two residences: the large house now occupied by Ms. Haddock and Ms. Rod¢ and another residence vacant and in disrepair. Now they have: 1. liquor store and grocery. store created by remodeling the vacant smaller residence.`,".. - '" 2. 10 residences, including tWQ newly constructed duplexes, The large orlgin4. homy, convert �i sheds, and numer8 travel trailers: 1_ page 2 3. Deli on wheels where food was dispensed this past weekend, on their property, in spite of being told by Bob Hanson, : building inspector, it Could not be used on the premises. 4. 2 gas pumps, a bulk propane tank and large gravelled parking area. 5. official location for volunteer fire truck, which inciden- tally has a pump that will not work; this is an extension of Forestry and paid by publio:funds. 6. County school for local children (the additional tenants helped qualify for this) taught by the daughter of Ms. Haddock, et al. This is also paid by public funds and I question the wisdom of allowing this with the gas, propane, fire truck, and other traffic and liquor store. All of this has been allowed to grow on under 55,000 sq. ft. of land. I might add that this property, as mine, adjoins Diamond International land to the rear and.Ms. Haddock, et al, have encroached on their land as mush as 30 feet, building fence and using for storage. To the rear of the new duplexes there is now a corral, of sorts, and an animal shelter constructed out of trees of approximately 6 - 7 inch diameter trees newly cut from the Diamond International forest. This encroachment of Diamond International property gives the appear- ance of more area than they legally have a right to. Planning assured me they would not permit travel trailers to be used for rentals without the property being changed to mobile home park status but to�check with building inspector. When I did I learned they did not have a permit to place the travel trailer and build.around it. The inspector came up within a few days simultaneous with my bringing an engineer to locate property lines. In addition to no permit to construct they had built the structure with eves over my property line and he learned of an addition that had been made to a shed within the last two years, converting it to one of the rentals. This was illegal on 3 counts: 1) no permit, 2) within 12 feet of my property line, 3) the addition was under the '7 ft room size minimum allowed. I was assured by the Building Inspector action would be taken. I then called the Health Department in Chico and was referred to a lady who handles that area. She was disinterested and rude to all my inquiries and concern advising me she was familiar with all the changes that had been made and could assure they were all legal. I requested to speak to her Supervisor and called back when he was in. He sympathetically listened to all and stated it would be checked out and I would be advised. To date I have heard nothing from any- one. The illegal structures are still there. They have added 2 more travel trailers, trenching and laying water and/or sewer to them and these are occupied by families. Plus a new sign is posted in front 'of the property advertising chuck -wagon food. page 3 As a taxpayer and concerned property owner I request the follow- ing action: 1. The removal of the travel trailer and related structure from the set -back area adjoining my property. 2. The removal of the illegal room/rooms as unfit living quarters;,also on the set -back allowance. 3. Thorough and open investigation of: a. Sanitation facilities servicing this many people and residences. b. Set -back allowances for all adjoining property. C. Possible change of zoning to prevent such undesirable mish-mash of business ventures.' d. School facilities in this environment. e. A close monitoring of all activities in the future... S I am not given to listening to or repeating gossip, but in the light of the liberties that Ms. Haddock, et al, have taken with the rights and property of others I would like to learn if special consi- deration has been granted for any of this. by Supervisor Hilda Wheeler. The county agencies insist on categorizing the t'wo together, therefore precipitating the constant reference to "mobile home park«, On Lot #2 there are two trailers. M\� One a camping trailer totally disconnected from utilities and utilized by the owners for camping.. This very small trailer is 13 feet long, is obviously in storage and not a rental. In .spite of this, Mr. Glander insists on calling it a rental, and therefore, in his opinion, a violation of the county code. The other trailer is presently occupied by our cleaning lady. On Lot #1 a private residence, there are three trailers. .i A trailer and ramada presently utilized as a school house. A small trailer presently used as storage and obvi3usly disconnected from all utilities. A trailer used as a rental. As we understand the code limits we are allowed.one rental per property, which is exactly what we have. a� oV . The County has no quarrel with the permits for which you have applied. It is true that the one permit of April 13, was not issued by the Building Department; the reason being that all of the other permits deemed necessary by�the Building Department had not been applied for. Additionally, while you may have permits from the State for storing and selling gasoline, these permits d.o not constitute permits from the County of Butte for doing so and therefore it is still necessary to make application to the County for. -those permits. Further, I have reviewed the -letter sent to you..by Mr. Glander, which I;discussed,with you over the phone, and contacted Mrs.. Wheeler as 'to her understanding of the items set forth in that letter. Mrs: Wheeler indicated that except for the first item, all of the other items were discussed.by you, Mr. Glander, Mr. Snyder and her during their vi.sit.. Therefore, there appears to be no misconception as to what items''the County was requesting you to correct except for the first item . That particular item relates to a travel trailer which you indicate is not being used but which Mr. Glander stated had the appearance of being used. We will accept your word that the trailer is not being used for living quarters and would not require permits at this time. However, as to the other items contained therein, these require that you apply for the necessary permits in order to continue to utilize the trailers and the store in the manner that you are presently doing. (4) The fees paid of $451.30 in April 1982 were for the mobilehome utilities and a cabana and ramada for one of the new mobile units. These two permits are being held'until items (1), (2'1 & (3) above are resolved. (See attached sketch). (5) The reason for the letter you wrote for me dated September 22, 1982 was for the conversion of a storage building into living quarters and the two story addition to that building which requires building permits regardless of the above items.
