Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself as the builder of the property
improvements specified.
For your protection you should be aware that as "owner builder" you are the responsible party of .record on such a
permit Building permits are not required to be signed by property owners unless they are personally performing their own
work If your work is being performed by someone other than yourself you may protect yourself from possible Iiability if
that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business license
from the city or county. They are also required by law to put their license number on all permits for which they apply.
If you plan to do'your own work, with the exception of various trades that your plan to subcontrack you should be
aware of the following information for your benefit and protection:
o If you employ or otherwise engage any persons other than your immediate family, and the work (including materials
and other costs) is $200 or more for the entire project and such persons are not licensed as contractors or
subcontractors, then you may be an employer.
o If you are an employer, you must register with the state and federal government as an employer and you are subject
to several obligations including state and federal income tax withholding, federal social security taxes, workers'
compensation insurance, disability insurance costs, and unemployment compensation contributions.
o There may be financial risks for you if you do not carry out these obligations, and these risks are especially serious
with respect to workers' compensation insurance.
o For more specific information about your obligations under federal law, contact the Internal Revenue Service (and,
if you wish, the U.S. Small Business Administration). For more specific information about your obligations under
state law, contact the Department of Benefit Payments and the Division of Industrial Accidents.
If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their
work personally or. through their own employees, without a licensed contractor or subcontractor, only under limited
conditions.
A frequent practice of unlicensed persons professing to be contractor is to secure an "owner -builder" building
permit, erroneously implying that the property owner is providing his or her own labor and material personally. Building
permits are not required to be signed by property owners unless they are performing their own work personally.
Information about licensed contractors may be obtained by contacting the Contractors' State License Board in your
community or at 1020 N Street, Sacramento, California 95814.
Please complete and return the enclosed owner -builder verification from so that we can confirm that you are aware
of these matters. The building permit will not be issued until the verification is retained.

LICENSE AGREEMENT
This License Agreement is made and entered into this

corporation, hereinafter referred to as "Owner" and
hereinafter referred to as "Licensee".

1. In consideration of the terms,covenants, conditions

parties. The costs and fees of said arbitrators shall be paid
one-half (1/2) by Owner and one-half (1/2) by Licensee.
4. This agreement may be terminated by either party upon
giving written notice to the other party a reasonable time before
termination. PROVIDED HOWEVER that if this License is terminated
by Owner, Licensee shall have a period of /D years of occupancy

erected. Upon termination of this agreement, Licensee shall have
the right to remove all such structures and buildings prior to the

structures or buildings, they shall become the property of Owner.

6. Licensee shall take all reasonabl.c Precautions to
prevent or supress forest fires and in this regard, agrees to
comply with all fire and burning regulations applicable and in
force in the United States National Forest nearest to said premises.
7. The temporary use or occupancy of said premises by
a third person or persons shall not release the Licensee from
compliance with all conditions of this License by any such persons
using said premises.
8. Licensee shall maintain said premises in a reasonable
state of repair and neatness and in this regard, shall control the
growth of .brush and keep said brush reasonably cut and cleaned out;
PROVIDED HOWEVER Licensee shall not cut or otherwise damage or
destroy any marketable timber without the written consent of Owner
first had and obtained.
9. This License is not transferable except that upon the
death of Licensee i.t may be transferred to Licensee's heirs at law
or any of them.
10. Licensee shall not make or suffer -to be made any
improvements, additions or alterations to said premises without the
prior written consent of Owner: Any such permitted improvements,
additions or alterations shall be made at Licensee's sole cost and
expense and shall be made strictly in accordance with applicable
building code provisions.
11. Licensee agrees at his own cost and expense to keep
and maintain said premises in as good order, condition and repair
as the same now are and.not to commit any waste thereof.

12. Owner shall not be liable for any injury to the
property of Licensee or to persons or property of third persons
in and about said premises during the term of this License from any
cause whatsoever by reason of the use, occupancy or enjoyment of said
premises by Licensee or by third persons and Licensee agrees to
indemnify and save harmless Owner from all responsibility on account
of any such injury.
13. Licensee acknowledges that avalanches, rising waters,
high winds, falling limbs or trees and other hazardous natural
phenomena in the area of said premises present risks which the
Licensee hereby assumes and for which Owner shall not in any manner
whatsoever be liable or respon.sible.. Licensee has the responsibility
of inspecting his site, lot, right-of-way and immediate adjoining
area for dangerous trees, hanging limbs and other evidence of hazardous
conditions and after recurring the permission of Omer, shall remove
any and all such hazards.
14. Licensee shall pay any and all taxes levied and assessed
against improvements on the premises. I
15. The parties acknowledge that the occupancy contemplated
by this agreement is that. of a summer home which is part-time only.
If the odcupancy is substantially increased beyond that contemplated,
Owners shall have the right to have the annual fee redetermined by
mutual agreement or failing that, by arbitration in the manner set
forth in Paragraph 2.

parties to the Agreement on , 1990.
RECITALS
A. Owner desires to obtain liability insurance for the property it
owns in the Jonesville, California area.
B. In order to obtain such insurance, all licensees of Owner are
required by Owner's insurer to maintain liability insurance
coverage on property subject to such licenses.
C. Licensee desires that Owner and all of Owner's other licensees
have in effect liability insurance.
NOW, THEREFORE, in consideration of the recitals set forth above and
the terms, conditions, and agreements set forth below, the parties
to this Addendum agree as follows:
1. The following language shall be added to the end of Section 12 of
the Agreement:
Licensee agrees to maintain, at all times during the terms of
the License, liability insurance covering said premises and
all structures on said premises. Such liability insurance
coverage shall be for an amount of not less than Five Hundred
Thousand Dollars ($500,000) per occurrence and Five Hundred
Thousand Dollars ($500,000) in the aggregate. At the time of
each payment of annual fees by Licensee to Owner pursuant to
Section 3 of this Agreement, Licensee shall provide Owner with
a then -current certificate of insurance evidencing coverage
in the amounts set forth above. In addition. Licensee agrees
to provide Owner with su^h 3 certificate of •i nciir?ne-e at any
other times,. upon request of Owner.
2. The remainder of Section 12 of the Agreement shall remain as
originally written. All other provisions of the Agreement are
unchanged by this Addendum and shall remain as originally
written.
The parties to the Agreement have executed this Addendum effective
on the date set forth above.

For the past 3 years I have witnessed new construction work at 8844 Humboldt Road;
Jonesville, CA.
Three years ago a bedroom was added on to the largest cabin located on the property.
Two years ago each of the smaller cabins same address were added onto by approx. 10'ft
each. This year a so called screened in porch and kitchen are being added on to the
largest cabin. The owner has the nerve to admit he doesn't have a building permit and
that his taxes have not increased due to the new construction. The new construction that
we have -done has always been pre approved and a building permit was issued and the
assessor's office came by and increased our assessed amount and consequintly our taxes
were increased. I feel your office needs to ilvestigate this matter as well as the assessor
and the tax collector. Thank you for your prompt attention.

Dear Bulaklakan:
This is a formal warning notice. Pursuant to Butte County Code (BCC) Section 41-2, we sent you a
courtesy notice dated August 16, 2002, notifying you that you are in violation of the BCC, and 1998
California Building Code (CBC), at the above -referenced location. As of this date, the following
violations still exist:
Failure to obtain the required permits, inspections and approvals from this office for the
construction of two cabins and a sun room.

The above violations(s) shall be corrected or abated by you by submitting three (3) complete sets of plans,
applying for the required permits, and paying the appropriate fees, including penalties. After permit
issuance and field authorization to proceed, the work 'must be completed and approved by this office
within the permit specified time.
This is your final warning. Unless you contact this office and make the proper arrangements to
correct or abate the violation(s) voluntarily, within ten (10) days from the date of this letter,
enforcement shall be pursued through the issuance of a citation (ordering you to appear in court)
for said violation(s) and for failing to comply with this warning letter.
Upon conviction of said violation(s) or of failing to comply with this letter, the court shall impose
penalties (fines) and a Notice of Violation shall be recorded in accordance with Butte County Code
Section 41-7. The Notice of Violation shall include a description of the premises the violation concerns, a
description of the violation, the date of your conviction and the action necessary to correct or abate the
violation(s).
