The inspection revealed the following items which must be done or resolved: (1) Provide sewage disposal and water supply systems per requirements of the Butte County Health Depart -meat (attached is a copy of their spring requirements). (2) The timber piles do not appear to be pressure treated and are not deep enough in the ground to properly resist lateral load.. (3) The building is apparently located at least partially -on U.S. Forest Service property. (4) The third floor level does not meet minimum ceiling height requirements and the floor structural system does not conform to code and should be converted to an attic space without a floor. (5) Provide legal stairways to each floor level: ;(6) Remove and replace shop grade and other unapproved grades of plywood siding. (7) The structural design of the building, including the ties of beams to posts throughout the building, must be substantiated by engineering calculations. (8) The building must be insulated and otherwise conform to California Energy Commission requirements. (9) Provide heating and water heating systems per code requirements. Due to the magnitude of the problems above, I recommend you demolish the structure and start new. If you decide to proceed with the existing structure, I suggest you retain a California licensed architect or engineer to help you to resolve the structural problems. If you decide to reconstruct or relocate the building, please submit two complete sets of plans to this office, including plot plan, floor plan and structural details, apply for the permit, and pay the appropriate fees. In addition to the above items, you also have a travel trailer on the property being used part time for living quarters without permits, inspections, and approvals,from this office and the Health Department. It also appears the ten acre parcel. was created in 1967 at a time when Butte County required the filing of a parcel, map or a 60' Right of Way to a public road. This parcel must be properly created or have a Certificate of Compliance issued by the Land Development Section of the Department of Public Works before permits can be issued. . Please contact this office within 30 days of the date of this letter and advise of your intentions concerning the resolution of the above mentioned problems.
