The buildings were constructed without permits and inspections from this office, so we were not able to perform the required inspections during construction.. The primary concern with this parcel is approved access to a publicly maintained road. The portion of a title report faxed 3/9/00 from Mike Brown indicates the title companies opinion that the United States of America acquired title to Milsap Bar Road for "The construction, maintenance and full, free and quiet use and enjoyment of a public road." The March 8, 2000 letter from Jack Horner of the Plumas National Forest indicates this road is "a fpLest road maintained by the Forest Service for public access." According to the Assessor's tax rolls there is and Bidwell Title Company property profile there is an 1,841 sf residence on this property, constructed in 1987. The Building Division has no record of permits to develop this property and permits were required at the time this structure was- constructed. The sole question for this parcel is does this constitute approved access to a publicly maintained road as specified in Sections 20-8 and 20-44 of the Butte County Code. The purpose of this determination is to allow the issuance of a well permit to replace a failed well serving the residence. Since Mr. Brown has called the Director of Public Works and Supervisor Beeler to complain about the time taken to confirm the compliance of this parcel our prompt attention would be greatly appreciated.
