overcovering of the soil which, will in turn, contribute to an increase in
runoff potential and erosion potential. The potential for erosion and
subsequent effect's on surface waters is particularly prevalent whero the
proposed road Comes in close proximity to two of the drainage swales which
traverse the property Con parcels 2 and A). While standard Public Worts
conditions would requite drainage as for the road construction,
�Ur,cels Of this size do not requi7 anent solution for drainage.

8. This project does not appear to conform to the conditional criteria
of the agricultural residential general plan designation as set forth
in the Land Use Element of the Butte County General Plan in that the
project is not located Close to major commercial services and schools,
The closest high schools and major commercial services are located in
Oroville 20+ miles away. Additionally, comments from the Department of
Fish and Game indicates this project would not conform to the policies of
the Land Use Element text regarding Protection of wild 11fe. This project
will represent an increase in density of dwellings in the area the current
density of generally, 40 acres plus per dwelling unit average, to approxi-
matoly 5 acres per dwelling unit (eight times as dense),

13a. The project will add an, estimated 25-35 trips per day to Bald
Rock Road.
13c, f. The proposed location of the road is adjacent to a 60 -foot feet
title strip which serves as driveway access to a residence located on a
parcel to the south. This will result in a strip of land approximately
120 feet wide which will be devoted to roads and driveway accesses. The
driveway locatod too close to a road approach could cause traffic hazards.
It is also Possible that, through the design of the road and road approaches,
that separation of the toad and driveway could. be as much as 80-90 feet.
A better design would, be to obtain rights over the neighboring 60 foot fee
title, strip, or to abandon the driveway on that section of the strip and
use the proposed road as access to that fee title strip. If neither option
is possible, then. special design considerations at Bald Rock Road may be
necessary.

Dear Mr. Hironimuss
The Department of Fish and Game has reviewed the Tentative Parcel
Maps (TPM) for Perry McCart (AP 58-02-65), Harold Kennedy
(AP 62-08-44), and John Freeman (AP 61-08-143). The McCart TPM
proposes a split of 100 acres into one 70 -acre and three 1.0 -acre
parcels. This area is dominated by mixed forest and chaparral.
The Kennedy TPM proposes a split of 65+ acres into a 4.65 -acre
parcel, a 32.4 -acre parcel, and a 28.26 -acre parcel. This area
is dominated by mixed forezt. Portions of the existing parcel
support small orchards. The Freeman TPM proposes to split a
26.4 -acne parcel into three five -acre parcels and one x.1.4 -ache
parcel. Dominant area vegetation is mixed forest with some
chaparral..
All parcels e in critical, winter range of the Bucks Mountain.
Degr Herd, and we _recommend these projects be held in abeyance
until the Deer Committee submits its report and the County adopts
a land -use policy to protect deer winter range. The TPMs can
then be modified to conform to that policy.
