Raymond with regard to the issuance of utilities and mobile home installation permits. Mr. Raymond had previously been notified that a 60 -foot right-of-way to a public road would be required before permit issuance. Information of the county indicates his parcel was created in October 1969 when Butte County required a parcel map or a 60 -foot right-of-way for access to a public road. The Building Inspection Department simply cannot issue the required permits until Mr. 'Raymond obtains the 60 -foot right-of-way or until he receives a certificate of compliance from the county. Box 331 Berry Creek, CA 95916 Dear Mr. Raymond: This is in follow*up to your July 15, 1987 letter to the Butte County Board of Supervisors -wherein you are requesting an opportunity to speak to the Board requesting that the Board direct the issuance of permits for a mobile home and utilities installation. We are listing your appearance on the Board of Supervisors agenda for August 18. The Board of Supervisors meeting starts at 9:00 a.m. and items such as yours would normally appear shortly thereafter. We have been able to determine that the Building Inspection Department notified you on April 28, 198,7 that a 60 -foot right-of-way to a public road would be required before permit issuance. Information of the department indicates your parcel was created in October 1969 when Butte County required a parcel map or a 60 -foot right-of-way for access to a public road. The procedure the department and the county has followed in the past is that the required permits cannot be issued until you obtain the 60 -foot right- of-way or until you receive a certificate of compliance on the parcel from the county. Raymond Correspondence (A.P. #61-32-12) July 22, 1987 With reference to the above subject, on April 20, 1987, Mr. Raymond applied for permits to install mobilehome utilities for his property on Bean Creek Road. On April 28, 1987, gyre notified him that a 60' right of way to a public road would .be required before permit issuance. (Our information indicates his parcel was created in October., 1969, when Butte County required a parcel map or a 60' right of way for access.to a public road.) He also applied for a mobilehome installation permit (a permit to install the mobilehome) on May 12, 1987. I am writing this letter in behalf of Mr. Raymond, owner of aparcel of land located on Bean Creek Rd., Berry Creek, Ca., as per attatched map, marked subject property. Mr. Raymond property has been approved for Septic and well, both of which he has in, Mr. Raymond then applied for a MoBile Home installation Permit, and Utilities permit, and has been denied both, in checking with the County, I have found out that the reason for the denial is the fact that Bean Creek Rd. is not a deeded 00 foot right of way to Mr. Raymonds or any property owner that owns property on Bean Creek Rd. however I have personal knowledge that Bean Creek Rd. is Traversible, that in the past, permits have been issued, I personnaly have been driving on Bean Creek Rd., for the entire 30 years that I have resided in this County. Mr. Raymond does not wish to install the mobile and utilities, without County approval, he also has no use for a septic or awell on a parcel he is not allowed to have a legal right to reside on, this condition is unfair to the owner, as he purchased this property for his retirement.
