He has also also kept in close contact with Scott Rutherford, Chief Building Inspector at the Butte County Building Division/Department of Development Services. The processing time for an application once received, is approximately three months. This takes into account our visit to the property, the property appraisal (if total loan is over $15,000.00), and the approval/closing. After a loan closes, a preconstruction conference is held with the borrower, the successful low bidding contract bid and a date is set for the start and completion of the project repairs. The completion date is followed by an acceptance of repairs by all parties at a final inspection at the property site and the first payment is released to the contractor as soon as the noticce of completion is filed with the title company.
