To Whom It May Concern: Although building permits have been required in the unincorporated areas of Butte County since February of 1962, the Butte County Building Division does not require or perform an inspection as a result of a sale or refinance. In many circumstances construction work may have been completed without permits and inspections, and it may be difficult or impossible to determine whether or not this is the case. This precludes the Building Division from making any guarantee or warranty as to the condition or general compliance of the structure or structures in question. If available, local tax appraisal and Building Division records may both be utilized for further parcel record information. Building Division records of permit activity for the above mentioned parcel indicate the existence of a private detached garage in 1983, and a duplex which appears to have been converted to a single family residence in 1984. As stated above, it may be possible to review tax appraisal records to more accurately determine the time period during which construction was done, and what type of work if any, was completed. Another item to consider would be the existence of the garage mentioned above. If no garage exists on the property, the guest house mentioned in your request for information may have been constructed in the garage. Building permits were required for that scope of work during this time period. On August 5, 1998 an inspection was conducted in conjunction with the Butte County Sheriff's Office Special Enforcement Unit. The owner (Larry and Patti Scott) and tenants are not currently occupying the structure. The home, and/or other structures at the site have numerous electrical hazards including but not limited to open conductors and conductor splices, unprotected conductors, and lack of proper grounding and bonding. As the Building Official for Butte County, I am requesting that electric service not be reconnected until an authorization from this Division is granted to do so. This letter shall also serve as notice to the property owner and tenants that electric service will be disconnected on Friday August 7,1998.
