The disturbances resulting from the construction of the main road will be lessened by the fact that it will follow an existing old railroad grade. However, construction of driveways.. may require substantial, earth movement depending on the homesite locations. The overcovering resulting from the construction of four (4) bonzes is not expected to be significant. Some increased runoff can be expected as a result of roar! compaction; vegetation removal, and overcoverir,ig. le,3c: The erosion potential for the soils on site is high. Some erosion may occur as a result of soil_ disruption and vegetation removal. Disrupted soils should not be left exposed during the rainy season. Culverts should be installed wherw roadways cross natural drainage channels and rock or other energy dissipating devices should be installed below the outfalls especially where substantial amounts of water have been accumulated by roadside ditches. 1h All of Butte County is within a Moderate Earthquake Intensity Zone VIII Thv., subject property is located approximately 2-1/2 miles east of an inferred fault lying under lake Oroville that is dr ,ociated with the Cleveland Hills fault system which supported the 1975 Oroville earthquake. Construction of buildings to Uniform Building Code standards for seismically active areas should provide adequate protection to occupants in case of seismic activity. 4b; This area is considered sensitive for rare and endangered plant populations. Fritillaria eastwoodias is potentially found in the area, but is not considered rare or endangered in Butte County. The vegetation on site is of the Chaparral and Oak -Scrub communities. Factors used to ioredict the occurrence of the plart were; known locations, upper elevation limits, and associated plantcom;nunities. Occurrerice of the plant on site is considered unlikely but possible. 5ai Development of homesites may result in the relocation of resideiil wildlife species onto surrounding open lands. Wildlife could be lostfrom the area permanently should these adjacent lands be at their maximum wildlife -carrying capacity. Species ,tolerant of man's presence will usually return to rLn area subsequent to construction. The more sensitive animal species will relocated from the area permanently: 5ba The area to the north, south and, west of the subject property along Lake Oroville is identified rarand endanhabitat for the Bald Southern to wand Eagle and the Peregrine Falcon, both of which winters in the Lake Oroville area before` returning to g the higher elevations to nest; Nesting pairs are also known to be resident at the lake, No raptor i nesting was observed on side during a previous s4rvey: Raptor nest sites usually occur in canyon areas with difficult access and therefore nest: sites may occur within the property's boundaries. Ez -le (refer to iteral5b). 13a,c. Increased traffic will occur in an area where there is presently very little traffic use. Bell Ranch Road which provides access to the parcel from Y.Iwy°162, has been improved some what by previous parcel maps. However, not all existing lots have been improved. The traffic generated when all lots are occupied with residences will result in deterioration of the road. Residents of these parcels being created by this map will have to enter into a road maintenance agreement. 14a.: 13he project F located within a high dire hazard area and is densely covered with brush.. The nearest fire station is the seasonal }station located at Harts Mill approximately 2-1/2 miles to the north. There is a volunteer station 10 miles away at Rockefeller Road and a -year-round station 12 miles away at Kelly Ridge. Butte County's current. financial situation has made future Couniy funded fire protection uncertain. Currently; there is a $200 per lot water tender fee that is collected. However, having truck and water available may be useless if personner are not availabiu to man the equipment. Additional fire mitigation measures maybe ;necessary. 14b: The Butte County Sheriff's Department is at minimum staff. Residents in rural :areas should not expect routine patrols and responses are usually limited to emergency si'mations only. This is a countywide impact ;and is not readily m'mtigated, 14c,d.e,f: There will be an incremental increase for all governmental services. 16c: The source for domestic water is potentially limited. 16d,17a: Soil cond;tions and steep sloping terrain limit the area which is suitable for leach field placement. Spec fir PAI tests may be required to determine the suitability of the area for sewage disposal purposes. Sewage disposal requirements are the ultimate limiting factor in any actual land division. 20a The subject property is Located in an area of high archaeological sensitivity. An archaeological sur voy of the property was performed for consideration of an earlier project (now expired), that survey indicated the presence of several archaeological sites in the immediate area. Mitigation me.sures regarding the archaeological sites were recommended in that previous survey (see copy attached). In speaking to the Northeast Information Center at Chico State U'nive'rsity, it was determined that none of the identified sites are located within this projects boundary, Archaeological clearance is recommended, Suggested Mitigation Measures 1„ Provide culverts under roads or driveways that cross natural 6rainage channels.
