RE: Rehabilitation Inspection - 116 Feather Ridge Way - Berry Creek, CA 95916

Gentlemen:
On June 15, 1993, an inspection was made of the above premises as part of the Butte County
Rehabilitation Project currently underway.
The existing dwelling is an older mobile home that has extensive water damage. The center
marriage line lacks proper support, is deflecting and appears near failure. Existing porches lack
proper support and wood to earth clearance. The dwelling is served by a community public
water supply system and reportedly sub -standard septic tank system..
This department recommends work to be completed as included within the Rehabilitation
Work Specification dated May 26, 1993, with the following comments.
1. Place new mobile home approximately 40' towards the west so that adjacent cutback
will not compromise mobile home placement or install engineered retaining wall to
provide bank stability.
2. Remove old mobile home and decking from property and transport to licensed landfill
or other appropriate facility.

3. Meet Butte County Environmental Health Requirements for installation of new sewage
disposal system, which may include engineered system. Pump and properly abandoned
existing non -permitted septic tank.
4. Meet requirements of Butte County Building Department regarding appropriate

5. Maintain existing storage shed for storage use only.
Building permits and a sewage disposal system permit shall be obtained as required.

The following work is to be performed by licensed contractors and/or the
homeowner for the purpose of bringing the subject property, which has
been found to be substandard, into compliance with local housing/building
codes and regulations. The contractor or owner, in the case of an owner
performing his/her own work, shall be responsible for determining the
applicable code requirements and for performing work in compliance
therewith.
Estimates shall be based only on the work specified in this work write-
up. Contractors discovering or suspecting an error or omission in either
this write-up or plans (when applicable) shall promptly report to the
Housing Rehabilitation Consultant (916-456-4784) so that items in
question may be investigated for possible addition to required work.
Contractor shall specify quantity, type and brand of material upon which
his/her estimate is based.
All work must be performed in compliance with published "grades and
standards". Materials must match, be of equivalent quality, or exceed
those published on "materials list". If not listed, "medium grade"
should be assumed.
Owner's preference for style and color should be followed wherever
possible. Please see attached Materials Allowance Breakdown for
guidelines pertaining to allowances
Any measurements and drawings attached hereto are to be considered
approximations unless otherwise stated. The responsibility for
determining the exactness of structural measurements and other
specifications shall be that of the contractor and shall be a condition
implicit,in all bid or proposal submittals.

A copy of the building permit will be required -BEFORE construction begins
and shall be provided by the contractor. The contractor will secure all
necessary permits to complete the entire project and must submit to the
local entity a signed -off building permit at the completion of the
project.
IT IS THE CONTRACTOR'S RESPONSIBILITY TO ASCERTAIN, OBTAIN, AND MAINTAIN
RECORDS OF ALL REQUIRED PERMITS.
Provide dumpster service or daily removal of construction debris for
duration of contract. Premises to be left in a broom clean condition on
a daily basis.
If the value of this bid exceeds $1,000, smoke detectors will be required
in each sleeping room and in each hallway leading to sleeping areas and
on each floor. Smoke detectors shall be hard wired and interconnected
with battery back up in areas of new work and may be the battery type in
other areas that are existing.

4. MOBILE HOME REPLACEMENT
a. Foundation: Excavate all concrete work to a depth of 18". Back
fill with approved base.
Form and pour 6" x 6" x 12" exterior concrete foundation. Stemwall
shall have two #4 rebar placed within the top four and bottom four
inches of the foundation. Underfloor ventilation shall be provided
by either mechanical means or by providing 1 sq,/ft of underfloor
ventilation for every 150 sq/ft of underfloor area. All vents shall
be covered by a 1/4" wire mesh screen.
Place piers where required by code. Form and pour 2"x 2"x 12" deep
concrete pier pads. Use #4 rebar grids at 12" O.C. base of pads 3"
above soil. Locate pads centrally under main support beams at spans
as specified in U.B.C. Align and re -support floor with tight-
fitting 4"x4" vertical fir posts.
All new work to be to current UBC and local jurisdictional codes.

The determination that these violations exist on the property is based on the following definitions in the
Butte County Code:
Butte County Code, Chapter 24, Section 24-305.240 - Junk Any worn-out and discarded
material in general that may be turned to some use including, but not limited to, any old iron,
wire, copper, tin, lead, rags, paper, bags, lumber, empty bottles, bones, parts of bicycles, tricycles,
baby carriages, automobiles, and other vehicles, dismantled, in whole or in part, kept, stored,
located, situated or piled in public view, and all other similar personal property ordinarily defined
and classified as "junk" kept, stored, located, situated or piled in public view and not screened
from public view by a fence.
Butte County Code, Chapter 24 Section 24-305-095 - Camping. Occupying or maintaining for
occupancy any place for temporary living, sleeping or other human occupancy purposes.
"Camping" does not include: The parking or storage of an unoccupied and otherwise unused
trailer coach, recreation vehicle, or tent trailer on a privately owned parcel, as defined in Section
24-305.31; occupying a trailer coach, or recreation vehicle, connected pursuant to county permit
to permanent sewage disposal and water supply systems; or occupying a trailer coach or a
recreation vehicle for any accessory use allowed in the applicable zoning district.
It is the County's goal to obtain voluntary compliance with the Butte County Code. However, you should be
advised that Butte County has an active code enforcement program which provides an effective means of
enforcement. If voluntary compliance with this notice is not accomplished by correction or abatement of the
violation(s), enforcement may be pursued through the issuance of a citation to appear in the Butte County
Municipal Court. Upon conviction, violators may be fined and a Notice of Violation may be recorded which will
include a description of the action necessary to abate the violation.
In order to bring the property into compliance with the Butte County Code and avoid further enforcement actions,
you are hereby requested to take the following abatement or correction action:
1. Remove all "junk" in accordance with the Butte County Code, Chapter 24, Section 24-305.240.
2. Cease and desist camping activities on the property in accordance with the Butte County Code, Chapter

The existing mobilehome is installed adjacent to a cut slope that
exceeds a (2/1) two to one slope. The mobilehome could be placed
approximately 40' toward the west and not to be considered a hazard.
The other option would be to install an engineered retaining wall
to provide bank stability.
The mobilehotne has extensive water damage, the center marriage
line lacks proper support, is deflecting and appears near failure.
The existing porch lacks proper support and wood to earth clearance.
To sum it up, there is not much left to salvage on the site.
Our records show the storage building is approved for storage only.
