The original and three (3) copies of this form are to be completed with all available information at the
time a building permit is issued for the installation of a manufactured home (mobilehome) or a com-
mercial coach•on a foundation system pursuant to Section 18551 of the Health and Safety Code.
After the installation has been completed, and on the same day the certificate of occupancy has been
issued, the local building department shall record this form (completed in full) with the local county
recorder.
Upon recordation, the local building department shall transmit a completed copy of this form (green
copy), a copy of the certificate of occupancy, fees collected in the amount of $11 per transportable
section, and (if unit currently titled as personal property) all applicable titles, certificates, license plates
or decals to:

Dear Mr. Engle:
This department received a complaint alleging health and safety hazards in
the above listed mobilehome and attached room .additions.. The Butte County
Assessor's records. indicate you are the owner of the property.
On January 31, 1984, .I visited the property and the tenants permitted me to.
make -an inspection. The following conditions were observed which are in vio-
lation of the California.Admi.nistrative Code, Title. 25,'Chapter 2, Mobilehome _
Parks Act, Subchapter 1, Sections 1696, 1704, and 1738;"and the Butte County
Code; Chapter 31, Section 31-8 Refuse Removal; and which pose -health or safety
hazards- to the tenants.
1. There is an accumulation of junk, trash,.refuse, and discarded building
materials at the rear of the mobilenome and in. the rear of the property
posing a fire.hazard, and rodent harborage.
2.. The water heater lacks an approved flue and is loca.ted'in a bedroom area.
The temperature -pressure relief valve does not have an approved discharge
line.. The burner area enclosure panels are missing:`
3. The front room addition roof is collapsing,.ceil.i:ng is broken.. The floor
is inadequate, with deflection when walked -on.
4. There are no permits on file with the Butte County Department of Public
Works for'add-ons and room additions.

These conditions shall be corrected as follows, and -within. THIRTY (30) DAYS
from receipt of this notice. Ob.tai,n.permits.for repair of roori additions from
the Butte County Department of Public Works 7 County Center Drive, Oroville,
CA 95955.; obtain permits for the mobilehome vtater heater repair or replace
ment from the California Housing and Community Development Department, Division
of Codes and Standards -'574 Kanzanita Avenue, Chico, CA 95927.
1. Remove all accumul.ated.Junk-, trash,. refuse and discarded building.materials
from the property and dispose of the same at an. approved dumpsite:
2.. Repair or replace water heater -flue.. Make water heater an approved install-
Ation with:separat on from combustibles, a combustion ai'r supply, proper
discharge.line on temperature -pressure relief valve:, and a -ll enclosure .
panels in place on the burner area.
3. Reconstruct the room.additions under permit. Repair the collapsed roof,
broken cei l i.ng and weak floors-.
4. Obtain. all required permits for room add-ons and mobilehome modification.
.A reinspection will -be made. Failure to'comply with this notice will result
in the Franchise Tax Board being notified of your.non-compliance.. You will
then be prevented from claiming state tax deductions for taxes,. depreciation,
amortization, or interest expenses connected with the property as long as it '
remains substandard. This notice is given to your pursuant to Sections 17299
and 244.35.5 of the California Revenue and Taxation Code.

This office represents. Mr. and Mrs. Sam Johnson, owners of
a mobile home located on Encina Grande -Road (formerly
Ponderosa Way), Oroville -, AP # 62-52-009.
My clients do -not know the source of the substandard housing
complaint referred to in your letter of February 8, 1984,
addressed to Mr. David F. Engle, but.have surmised that it
was made by their present tenants of the subject property,
Michael and Eileen Gray.
This office has been retained to institute unlawful detainer
proceedings against the Grays,.to remove them from their
tenancy in the mobile home. The complaint has been filed
in the Oroville Justice Court, Case Number 12858, and as
of this date.the summons and complaint are out for service
upon the Grays.
The Grays have forbidden Mr. and Mrs. -Johnson from entering
upon the premises to effect any repairs. The Grays have
additionally told my clients that they will vacate the
premises in the middle of March, 1984. The Johnsons, there-
fore seek an extension of time in which to remedy the problems
that are mentioned in your letter of February 8, 1984.
Obviously they have not had an opportunity to inspect the
