Mr. $ouza stated that if it came to that andif it Was going to effect

The hearing was closed.
Commissioner Lynch had a real problem With this. He was concerned
with the construction baring ,started before the permits wore applied
for
Commissioner Walter wont out to the property, we stated that there
had been considerable construction withotat building permits.
Commissioner Lynch questioned why this wasn't a variance application.
Staff stated because they doomed this a pro -existing nonconforming
use.
