I have purchased 1104 acres -on Beery Creek with the;intention of preserving
this area in as near a natural state as possible to protect the beauty of
this spot and to develop it for use as a natural area -for workshops for
training teachers in working with children in the arts and to be used for
religious retreats as well. I am request4ngs'the first phase of this
project a,building permit to repair two cabins on the property. One to be
used for a caretaker so that the property can be protected from vandalism,
the other for me to stay in while working on the property and developing
future plans. This will eventually be used for a headquarters while
workshops are in session. My present request for a building permit for
the two cabins to repair damage caused by vandalism includes the
followings
1. Replacing all windows with aluminum sliding windows(All glass was
broken by vandals) Size changed to conform to nearest standard size.
2." Replacing cardboard paneling and insulation with fibre glass for
energy%lconservation and safety.(Paneling was also damaged by
vandals.)
3. Replacing Knob and tube wiring with Romex for safety while
paneling is off for insulating.
4. Insatlling sheet rock, paneling and new linoleum.
Both cabins need the same treatment.
5. Inaddition I wish to install a metal roof on the small cabin for
additional fire safety.
6. The small cabin will also need a new septic tank. Mr. Frank Millsop
will do this work and will complete the needed` application forms.

As you know, an inspection was made with you on July 21, 1977, concerning your proposal
to remodel the two (2) buildings into usable living quarters on your property at Bald
Rock. The following is a summary of items to be done on each building:
A. Large Building (Application #3510-77)
1. This building, whieh•is in the process of being remodeled, must be leveled
and raised and be placed on an adequate pier and girder system with all
wood being a minimum of 6 inches above grade. All dry -rotted and deterio-
rated materials must be removed.
2. All plumbing fixtures must be properly plumbed and vented.
3. The building must be completely rewired.
4. The two (2) existing flues must be replaced with proper Type A flues.
5. The building must be made weathertite.
6. Provide an adequate heating system and hot water heater.
7. Verify the location and adequacy of the septic tank and leach lines.
8. Provide potable water.
9. Provide sufficient bracing to make the existing roof and ceiling system
structurally adequate.
10. Provide smoke detector in access to b84rooN.
11. Provide a minimum bedroom window of 4 x 3.
B. Small Building (Application #3511-77)
1. This building is presently in poor condition. It should be stripped to
structural frame, both interior and exterio t It must be leveled and
placed on an adequate pier and girder systenatai least 6 inches clearance
above grade.
2. Provide additional studs, rafters, ceiling joists, floor joists, girder
bracing, etc., to make the building structurally sound. Replace all
deteriorated and dry -rotted materials and provide new siding, roofing,
and wallboard.
3. The building must be replumbed.
.4. The building must be rewired.
5. Provide an adequate heating system and hot water heater.

It appears that the permits you have applied for will cover all proposed work except
plumbing. I suggest you forward a check payable to Butte County Treasurer in the
amount of $21.00 and we can add this work to the existing permits. Upon receipt of
this fee,.we can issue the permit for the large building; however, we must hold the
small building until the Health Department has issued you a sewage disposal permit.
The area in which your property is located is presently zoned "A-2" which will require
a use permit to establish an organized camp on this property. If you decide to proceed
with an organized camp, please contact the Butte County Planning Department at #7 County
Center Drive and apply for the required use permit.
Attached for your information is a copy of the laws and regulations pertaining to
Organized Camps and an application for a sewage disposal permit.
