This analysis focuses on the potential impacts the increased capacity of the'proposed system:_ The storage of 12,000 gallons of fuel in a rural, mountainous area does raise concerns regarding potential groundwater contamination, potential surface spills, and potential fire hazards, The applicant indicates that the 56% increwzp ,in fuPI storage capacity is to meet ince eased customer demand and provide a greater level of 'environmental protection. Although the existing single walled fuel tanks are in good condition, they are not as technologically advanced as the proposed double walled system. The double wailed system will minimize the potential for groundwater contamination. The greater capacity of the new storage tanks will also reduce the number of fuel deliveries that must be made to the store resulting in fewer opportunities for accidents and/or spills. Staff recommends several conditions to further alleviate any impacts from spills, such as, having absorbent material kept on site, maintaining crash guards around pumps able to sustain a 25mph impact, and maintaining perimeter berming of the paved surface to prevent spills from reaching exposed earth. The parking area is congested, although adequate. but will be required to be clearly marked as to the location of spaces and driving lanes. The installation of new tanks will fall under much greater scrutiny than the ,original installation in 1984 Thenewtanks will be required to be installed and the old tanks removed by a certified it contractor. The Environmental Health Department (EHD) will require the applicant to obtain a permit for this modification and will monitor the removal and Installation process. The Butte County lire Department has reviewed this request and responded with no objections or specific conditions. Staff recommends that all vegetation within 30 feet of storage tanks be cleared and maintained clear and that the applicant provide a minimal water storage of aw gallons With drafting connections.
