I am at a loss to understand your statement in communication
dated Sept. 29 1970 referencing buildbng permit #226-70B that
2x8 ridge will not support the entire roof area, since a D.F.
Const. Gr. 2x8 with allowable stress increase for short term
loading will support 2070# when spanning 9' while .the total area
loading (live and dead) does not axceed 1600#.
Should it be that proposed design indicating transfer of all
loads to the 2x8 through shear connections as shown cannot be
accepted by you, I would then accede to the request of inspector
Hopper for conventional framing (which I consider arbitrary) by
the installation of 2x4 along side existi4g 2x3 nailed together
with 16d nails on 12 inch centers with protroduding ends clinched,
which, I. trust, will be acceptable as the double member would
provide a Section of 5+ in. for a requirement of 3.9 in.

adequacy for acreage remainder upon sellerence of parcel for
the constructi6b of additional residence on my Bald Rock Road
property under permit # 178-69B. The following circumstances
are submitted for your review.
(a.) Right of Way canterline is not permanently established
in its present location, and no assurance is available that an
assumed line would be proper,
(b.) Using an approximated center line of pavement, an
excess of 60 feet frontage is presently provided at building

Permanent alignment in the future might well establish
delineation providing the total 65 feet, since an angle change
of as little as four degrees could accomplish same.
It is understood that any proposal of future developement
df the parcel will establish the necessity for locating and
providing complying right of way to the interior acreage, which
time would be more desireable.

I wish to take eiception__to demand by your office for.the
installation of &�temperature:and pressure relief valve
on water piping at recently installed electric water heater
in our new home on the basis that such requirement is ex-
cessively redundant and not essential to the preservation
of health -and safety to the community or the individual.
It is -my understanding that such requirement was initiated
subsequent to injunction litigation instigated by a valve
manufacturer'against the International Association of
Plumbing and Mechanical Officials publication df the
"Uniform Plumbing Code" with certain language in sections
1305 and 1306 of said code. It 'is also my understanding
that the afore mentioned litigation has since been settled
out of Federal court and that the 1970 edition of the
Uniform Plumbing Code will contain language acceptable
to the Valve Manufacturer.and which will not demand the
installation ofja)Temperature and Pressure relief valve
on water piping,$-t�� L wateT� cheater equipped with a water
temperature -limiting device*tat has been tested on the
,Wa—f _6__r_____h_e___a_T er. ,
Further, I have 'a-fvery,,-�,,s;trong c�6nvictlbon that interpreting
such code regulation asy'would/demand above noted instal-
ation should be based'Aupon,z; .a'ots; which would provide

upon the language of individual manufacturers Warranty
does not seem a logical solution since they*do not all
subscribe to the same language nor are they regulated
to so do..
Should my knowledge and beliefs be incorrect I would
appreciate learning the correct facts and your inter-
pretive logic.

Revised figures concerning load and moment on purlin and
girder of Carport roof framing to replace those incorrect
figures originally submitted are enclosed.
Any confusion I may have had concerning the water heater
relief valve seem to have dissipated, since in accordance
with the contents of your Mar, 10th letter the following
circumstances prevail..
1. There is a pressure relief valve installed on the cold
water piping.
2. The heater is equipped with a temperature -limiting
device.
3- Installation instructions provided with the water heater
.by themanufacturer read:as follows:- "A pressure relief
valve, or temperature pressure relief valve :must be installed
on this heater. It is possible to seriously damage or burst
the tank under certain conditions if the proper valve is .mot
properly insttilled. Check local plumbing codes for proper
installation of relief valves. Our warranty is null and ,
void if a relief valve -is not used."
4. The American Gas Association testing agency was not in-
volved in the approval of this electric water heater.
Conclusions A temperature- pressure relief valve is not

With reference to the above subject, this office has reviewed your plans for the carport
and is returning them to you. Please check your figures concerning the purlin and girder
construction. I cannot determine how you figured the loads and.the moment.
Concerning your letter dated March 10, 1970,.I do not -agree with what you say, nor the
manner in which you say it.
This office does not make demands as we are in•no position to do so. We request that
corrections -be made.
I believe that you are confused concerning temperature and pressure relief valves as a
temperature -limiting device has no'connection at all with a pressure relief valve. Our
underdtandifig is that, in your case, a pressure relief valve is required and that you
have a temperature -limiting device on the heater which would normally suffice for the
temperature relief valve; however, your manufacturerts instructions still call for the
installation of the temperature relief valve. When the manufacturer so states, the AGA
states that it must also be installed per the manufacturers recommendations.
I hope this clears up the relief valve problem -and as soon as we receive revised talcs
in accordance with accepted engineering practices, or you can verify your figures, we
shall process the required permit.

Contractors are required by law to be licensed and bonded by the State of California and to have a
business license from the city or county. They are also required by law to put their license number on all permits

If the structure is intended for sale, property owners who are not licensed contractors are allowed to
perform their work personally or through their own employees. without a licensed contractor or subcontractor, only

A frequent practice of unlicensed persons professing to be contractors is to secure an "ownerbuilder"
building permit, erroneously implying that the property owner is providing his or her own labor and material
personally. Building permits are not required to be signed by property owners unless they are performing their own
work personally.
Information about licensed contractors may be obtained by contracting the Contractors State License
Board in your community or at 1020 N Street. Sacramento, CA 95814.
