Assembly of God Is proposing a 15 student school., with the possibility of expanding to 30 students if successful Hours of operation would' be Monday through Friday, a standard school schedule. The driveway leading up to the parking lot is quite steep, with large potholes: The surface sand is very light, offering little grip to tires. Use of `the driveway continually deposits sandand small amounts of gravel onto Rockerfell.er Road; The driveway was; constructed prior to the requirement for standard driveway approaches. It is recommended that a standard driveway approach be required and that the driveway be set at a 107. maximum grade and paved: Improvement df the driveway will help to alleviate what appears to be a safety hazard.. According to the plot plan, 37 parking spaces are provided on-site; Butte County Code requires 37 spaces calculated as follows; l per office and classroom, 2 for the parsonage; and 28 for the sanctuary for a total of 37 The two parking spaces shown off the driveway are not realistic, To install those spaces would require. grading and the construction of a tetdining wall between it and the main parking area. Those two parking spaces should not be counted in the parking required: The parking lot has the remnants of gravel surf add and :is in need of new gravelling or at, Least a dust palliative. This sign ,is Approximately 30 feet from centerline, within the front yard' building setback, No Use permit has been issued to allow this eneroachmelp.t. Had the sign been placed in compliance with setbacks; it probably wou,Ld have been larger and required a great amount of vegetation removal. Two factors must; be considered when reviewing a sign In a setbarki will it impact vehicle site distance and will it impair with Public Works N BUTTE COUNTY PLANNING COMMISSION .DINGS August 27, 1987 activities? The sign does not now block site distance. It is set back approximately 18 feet from the edge of the pavenent, It seems highly unlikely that Rockerfeller Road would ever be widened to 40 feet with curbs. Therefore, the sign should not interfere with rcn(!Way widening activities. Placement of the sign can be conditioned to comply With Butte County Code Section 10-10, RECOMMENDATIONS: A.
