As you know, permits and inspections are required to convert a building to living quarters. In addition, this change of occupancy requires compliance with all code• requirements, the same as for new buildings. The area is presently zoned "A-2" which allows only one (1) dwelling per parcel. A plot plan must be submitted showing where each building and mobilehome is located to determine if this additional living unit -is permitted. The inspection revealed the following items which must be done under permit and inspections prior to the use ox occupancy of this building: 1. Provide a continuous perimeter concrete foundation system on'which to anchor the building to an approved manner. 2. The building must be made weathertite. 3. Replace all dry rotted and/or deteriorated materials throughout the building. 4. Verify the exterior wall construction conforms to code requirements (minimum 2x4 etudes @ 24" c -c) . 5. The roof structural system appears to be in poor condition. Provide suffi- cleat braving, rafters, ceiling joists, and/or trussing to conform to code requirements. 6. The building must be rewired per code requirements including a 100 -amp service, replacement of outside overhead and underground wiring, grounding of all receptacles, and two 20 -amp kitchen appliance circuits. 7. The building must be replumbed per code requirements including venting and connection to an approved sewage disposal system of all plumbing fixtures. 8. Provide an approved writer supply and a sewage disposal system per Butte County Health Department requirements. 9. Provide an approved and properly installed heating system. The gas water heater must be properly vented and provide a temperature and pressure relief valve piped to the outside of the building. 11. The copper tubing used as gas piping must be removed and replaced with . an approved material properly installed and tested. 12. Provide an approved flue for the kitchen stove trash burner properly installed. 13. Remove the existing flue for a wood stove. 14. The shower must be properly installed and must be sanitary. iS. Verify the interior wall construction including the plywood paneling conforms to code requirements. 16. Verify that the building confomnsto the State Energy•requirements'for residential buildings. It also appears that this parcel was created in violation of the State and County subdivision requirements without benefit of a parcel map. According to our records, Assessor Parcels, -62-04-192 & 193 were created May 25, 1973. -,If this,is correct, I suggest you -contact the Land Development Section of the Department of Public Works and apply for a Certificate of Compliance, the fee for which is $100.00 per parcel. If the additional living unit is permitted by zoning and you obtain the Certificate of Compliance, it would be in 'order for you to submit two (2) complete sets of plans, including floor plans, plot plans, and structural details, to this office, apply for the required permits, and pay the appropriate fees. In addition, permits for the water supply and sewage disposal systems are required from the Butte County Health Department. Until you have obtained the required permits., done all the required work, and have obtained final inspection and approval on this building, the building must remain unused and unoccupied. The property is identified as Assessors Parcel Number(s) 62-Ok-192 ami/or 1 and you are listed as the assessed owner. Three dwe bags and one mobile home are located on the property. At the time of the inspection, the following visible conditions were observed that are violations of California State Housirg Law and/or Chapter 19 of the Code of Butte County. The hot water heater was improperly installed and vented and was not provided with an approved pressure and temperature relief valve. There are no permits on file in the Butte County Department of Public Works Office for the conversion. To comply with California State Housing Law and Chapter 19 of the.Code of Butte County, you are directed to abate the above conditions in the following manner• Westerly dwelline adjacent to road Obtain all necessary permits and. complete all required work to properly convert the structure to an approved dwelling unit or vacate the unit and remove all illegal additions to the structure. If you do the necessary work to legally effect the conversion, the following corrections must be included as part of the work. . 1. Discontinue the discharge of waste mater and/or sewage onto `the ground surface. Provide legal and sanitary waste water and sewage disposal. 2. Repair or replace all hazardous electrical. wiring. Provide a safe electrical system in proper working condition. 3. Make the dwelling weather tight.. 4. Properly install and vent the kitchen range or replace the range with one that does not require a vent., 5. Properly install and vent.the wood.burning heater. 6. Replace the broken window. 7. Properly install and vent the hot water heater and provide it.with an approved pressure and temperature relief valve. Southerly dwelling Immediately, barricade the dilapidated dwelling against unauthorized entry. Obtain all necessary permits and complete all required work to make the strv.ture comply with California State Housing Law (this will require a complete inspection) or demolish the dwelling and properly dispose og the debris.
