and Use Permit to allow a cafe and grocery store with living carters and a real
estate office, on property zoned "U" (Unclassified) located on the south side of ,Bald
Rock Road, approximately 700 feet east of Tree Lined Road, approximately A mile `

A video of the site was shown. This hearing was continued open
Commissioner ,Nelson asked ff there was an agreement with the Post: Office to build:

Staff said there is no agreement that they know of, at this time.
Commissioner Matson said he did not think the Post Office was pertinent to this Use
Permit. He asked about the traffic situation?
Staff said the driveway location proposed for the store is better than the driveway `location
proposed for the Post Office: Staff said there is adequate pike distance ;for the speed limit
of the road. Staff did, not think traffie would be a major conceal.
Commissioner Lynch said there is apprnxiinaiely 1 th of a mile site distance' to the west
and approximately .1/4th mile site distance #o the east.
Commissioner Nelson said although the Commission is looking at one site today, they
have to consider the cumulative impacts, should the adjacent site develop for a 'Post
. Office and the resultingtraffic impacts.
Staff said the Post Office proposal is not subject to the Use Permit process,

At yot?r request on January 10, 19$3 1 conducted an archaeological
survey df approximately 11.31 acres of land, A.P.#r �5,_g 7`-434,
owned by Garry Wright. The property is located a.djadd- to
thee south side of Bald .Roark Road, to the west of the inter
sectioh with Quartz Hill Iane= southwest of Berry Creek:
Th8 property ew ers a portion of the a; of the S�' of
Section 2Fi, T. 21 N.-, R 5 E.-, Berry Creek, Quadrangle, 7,5'
a series. The proposed project is for a proposed 10 lot
subdivision.
.Prior to conducting a field inspection I consul -ted the
archaeological site record files maintained at California
Mate University, Chico to determine if any previou ly
recorded, cultural resources were located within, or adjacent
to thepro ec�c boundaries. No cultural resources had been
recordedw?.thin, or adjacent to, the project area.
The property is characterized by a gentle south to north
sl0pi.ng terrain covered, 'by foothill -woodland vegetation.
Specific types of vegetation noted' include Tilack Oak, Yellow
Pine, Incense Cedar, Madrone, fir, manzanita and blackberry
vines. No airfare water sources are located wi'chin the
perty area, but an intermittent drainage is located
across the road to the north. A `recently abandoned house
is loca't'ed on the property along with an assortment of out
bui'idings. These buildings consist of a barn, a fioble homes
tool sheds,,animal pens and a water tank. A portion cf the
property is also,. coveted by a heavy accumulation of recent
trash And debris, prjmarily i the hor nerrY portion.
The focus of. my survey Was a visz1al inspection of the ,ground,
surface for materials or features indicative of prehistoric
or early 'historic activity. try inspection was performed
by 'my walking linear transects with an approximate i meter
interval spacing over the entire surface of the project
area. The buildings and `trash caused some mrhor alterations

square feet in size and has a covered porch. The applicant proposes to retain approximately 500
square feet for residential purposes, use 700 square feet for the store and convert the porch to
a small cafe area. The detached garage will be convorted to office space that the applicant would
like to lease as a real estate office.
