X Current Settins: The Butte County region is known to contain a wide variety of prehistoric and historic -era cultural resources. Cultural resources include prehistoric and historic period features and consist of any human -made site, object (i.e., artifact), or feature that defines and illuminates our past, such as rock walls, water ditches, flumes, cemeteries and architectural features. A portion of the Resource Recovery Facility site contains a pit that was used for dumping, tires for a number of years. Other portions of the project site contain surface disturbances described above in the Project Description. Prior Environmental Yteview and the Pronosed.Ni2k]IF` A field survey and records search conducted for the 2002 Neal Road Landfill Expansion Project E1R did not identify any historic resources within the project site. One prehistoric site was revealed under an overhanging volcanic lava cap escarpment. Preservation of the prehistoric site was not considered possible as it was within the area of the Landfill expansion and a data -recovery excavation was conducted as mitigation for its loss. The 2002 EIR required the following mitigation measure to mitigate for potentially significant impacts to other historic or prehistoric resources that could be uncovered with the Landfill expansion and other earth -disturbing activities: MM 4.6.1a In the event that any prehistoric or historic subsurface cultural resources are discovered during construction -related earthmoving, trenching, or similar construction activity, all work within 20 meters of the resources shall be halted and the County shall consult with a qualified archaeologist toassess the significance of the find. If any find were determined to be'significant by the qualified archaeologist, then the County and the qualified archaeologist would meet to determine the appropriate .course of action. Mitigation measures, as recommended by the qualified archaeologist and approved by the County in accordance with Section 15064.5 of the CEQA Guidelines, shall be implemented prior to recommencement of construction activity. If any bone appears to be human, California law mandates that the Butte County Coroner and the Native American Heritage Commission be contacted. If Native American resources are involved, Native American Organizations and individuals recognized by the County shall be notified and consulted regarding any plans for treatment.
