The inspection was performed on December 8, 1989, and consisted of approximately two hours of visual inspection and review of the building history. As best as I could tell, the original portion of the residence (the living room, kitchen, entry and bathroom) was not constructed under a building permit and does not meet current building code .requirements. In particular, the- foundation does not have proper clearance from the soil and there is -some damage to the underfloor framing from dryrot and possibly from termites. While the damage does not immediately threaten the structural integrity of the structure it has resulted in some differential settlement. This shows. up clearly in the uneven roof lines and floor. If this situation is not corrected, it could cause irreparable damage. I recommend that a new foundation meeting the current building department requirements be constructed for this portion of the residence. Some of the rafters in the original portion of the residence are rough, ungraded cedar poles that do not meet code requirements. Cedar is not typically used as structural lumber and these should be replaced. In addition, I do not think that the woodstove installation meets building department requirements and should be considered a hazard. As this is the only heat in the structure this renders the residence uninhabitable. The unfinished building addition (sunroom,_ master bedroom and upstairs) is structurally unsound and is in danger of collapse. It is my opinion that the residence is not safe for habitation unless substantial efforts are made to provide adequate bracing. It appears that the builder used portions of the existing structure to support the addition without adequately investigating whether or not this was physically possible. In so doing the integrity of the entire structure has been threatened as the added weight of. _20 DECLARATION DRIVE CHICO CALIFORNIA 95926 916-893-1600 A4 a'1 /L/<<8o3 c December 12, 1989 Page 2 of 2 the two-story addition is crushing the original building. The additional live load of a snowstorm could easily bring the structure down. Usually an addition of .this nature would be designed to stand alone without having to rely on the existing portion of the building. This is especially true with an existing structure that so obviously does not meet code requirements. .Unfortunately, there is not a simple solution to this problem. It will be necessary to construct additional footings, revise existing framing and provide adequate bearing (walls, posts, etc) to support the new addition where it meshes with the original structure. To properly assess the problems and prepare a salvage plan it will be necessary to remove wallcovering from some of the downstairs walls. This will require the assistance of a contractor as some bracing should be placed at the same time. The plan should be fairly complete so that you can get comprehensive bids from contractors and to gain approval from the.County Building Department. I must advise you to contact the Building Department as soon as possible. Not only is this dictated by law, but the Building Department can be a valuable source of advice and assistance. However, I would be willing to advise you on how best to install temporary bracing to stabilize the structure, without contacting the building department. I estimate that a complete salvage plan satisfactory to the Building Department will run approximately $2400.00 and the bracing assistance will be approximately $300.00. In addition to the major structural defects, the general condition of the construction is sloppy and poorly crafted and many code °violations are evident. Major bearing members in the addition have been installed with no support whatsoever, basic structural members are overspanned, etc. It is obvious that the builder did not have a firm concept.of basic building techniques and code requirements and, in my opinion, acted in a negligent and fraudulent manner. The first and second story addition and garage are in the process of being constructed at this time and are incomplete with numerous portions of the structural, plumbing, electrical and mechanical items missing. Both the addition and remodel were constructed without permits and the .required inspections during construction. We therefore made a reasonable visual inspection without going under the floor and found that the addition and remodel appear to conform to the "intent of the code with the execption of the following items which must be done or resolved: , 1) Obtain approval from the Environmental Health -Department for water and sewage disposal systems. 2) Provide structural changes referred to in the North Star Engineering letter dated December 12, 1989. 3) Verify all building systems conform to approved building plans after plan check including structural, heating, plumbing, electrical and energy. 4) Verify woodburning stove and class "A" chimney installed per approved listing. 5) Remove or rewire lighting fixtures in existing house remodel to remove open splices and open wiring. 6) Provide ground fault interupter in existing bathroom remodel. 7) Provide guard rails at outside deck over thirty inches above grade.
