The site is located on the western slope of the cap ridge with natural slope angles in the vicinity of the property varying from 4:1 to ' 2:1. Other small cut and fill slopes less than eight feet high P g g exist about the property. Two of the cut slopes on the south side of the site are at a gradient of 1:1 (horizontal: vertical). We understand that these slopes will be trimmed back to 2:1. ' An existing 13 -foot maximum height retaining wall on the southerly portion of the property separates a small upper pad from a larger lower pad. We understand that this wall was constructed ' approximately 20 years ago, at the same time that the existing pads were graded. We also understand from conversations with the ' original builder, that the reinforced concrete wall was poured directly` against a. vertical cutface. The wall was part of, and was ' used for support "of, the original two story wood framed house. The wall has been found to have a thickness of approximately eight ' inches and has performed well, exhibiting no signs of cracking or ' distress. 1 IGeoSoils, Inc. No records have been found of the certification of this fill. An abandoned water well is present in this site. Reportedly, the well has been properly abandoned and will not be utilized for the present project. ' PROPOSED DEVELOPMENT The proposed site development will consist of construction of a. one and two-story wood -framed, single-family dwelling with a detached two-story garage. No additional grading is proposed in conjunction with development of the site, other than removing a minor amount of ' soil immediately behind the existing wall and trimming back small oversteepened cut slopes. We understand that the house structure ' is to be constructed with raised wood floors and the lower floor of the garage will consist of slab on grade. GEOLOGIC ENVIRONMENT ' Earth Materials In the vicinity of the proposed residence, the site is underlain by ' residual soils consisting of sandy clayey silt and minor I GeoSoiis, Inc. 1 Page 4 October 29, 1991 W.O. 3660 -VN ' thicknesses of undocumented fill comprised of this same material. According to the log for the abandoned well, the residual soils are present to depths of approximately 18 feet at the site and mantle the basalt flow bedrock. Pliocene aged volcanic rock caps the ' south trending ridge that slopes towards the Sacramento Valley at a rate of approximately 100 feet per mile. The basalt cap which ranges from 300 to 600 feet in, thickness is underlain by upper Cretaceous marine sedimentary rock of the Chico Formation. The residual soil materials on site are relatively compact, slightly compressible and moderately expansive. The Chico Formation has been eroded by the south trending Big Chico Creek which lies about three quarters of a mile west of the site. The ' lower canyon slope angles below the site are on the order of 5:1 (horizontal:vertical). The overlying basalt cap has been eroded ' into bluffs that are steeper at an overage slope angle as steep as 1:1. MASS WASTING A relatively small inactive landslide has been mapped north and west of the site, approximately 400 feet north of the location of the proposed residence. Additionally, a large ancient landslide has been mapped approximately 1300 feet north of the property. No ' other signs of slope instability were observed on or about the 1 GeoSoiis, Inc. 1 Page 5 October 29, 1991 W.O. 3660 -VN ' property. The two mapped landslides are considered to be sufficiently far away so as to propose no threat to the proposed residence. WATER Surface water is limited to seasonal precipitation falling directly on the site, as well as immediately upslope to the east of the site. Water on the pad area flows, for the most part, via sheetwash downslope to the north and west towards Big Chico Creek. ' No ground water seepage was observed on or about the property and we understand from a local well driller that the ground water table ' within this area is on the order of 600 feet below the surface. ' Consequently ground water will not be a factor relative to the proposed development. SEISMICITY The site as with all of Central California is in a seismically ' active region. No faults are known to transverse the site. A review of recent seismic activity in the area- disclosed the following events: 1) a 5.7 magnitude earthquake (1925) with epicenter 7.0 miles south of Oroville on the Cleveland Hill Fault; 2) a 6.0 magnitude earthquake with epicenter on the east boundary ' of Butte County, but not connected with any known fault; and 3) five events of magnitude between 6.0 and 6.9 with epicenters along IGeoSoils, Inc. Page 6 October -29, 1991 W.O. 3660 -VN 1 the Russel Valley Fault in eastern Sierra and Nevada Counties (see Figure.2). Other smaller magnitude earthquakes have also occurred within a 60 mile radius of the site, but they were of such ' magnitude and distance from the site so as to cause minimal non - damaging shaking on the site. Nearby faults considered to be "active", (i.e., movement within the last 11,000 years) are the ' Cleveland Hill Fault located 32 miles south-southeast of the site, Honey Lakes Fault located 70 miles east -northwest of the site and Russel Valley Fault located 85 miles east-southeast of the site. These faults are capable of generating sufficiently large ' earthquakes that earthquake resistant design is recommended for the ' proposed structures in accordance with the Uniform Building Code zoning for this area. CONCLUSIONS AND RECOMMENDATIONS The proposed development appears feasible from a geologic and geotechnical engineering standpoint, provided that the following recommendations are incorporated into the design and construction. A. Conventional Foundation 1 The following criteria has.been developed to provide the most 1 economical yet suitable foundation design. The expansion index tests performed on the subject lot indicates that the surface and near surface soils have ' a medium expansion index. All footings should have a minimum width of 12 inches. Footings for both one and two- story structures shall have an embedment of 18 inches into natural soil. All footings should penetrate six ' inches below any existing undocumented fill, should any ' exist within the proposed structure. All perimeter footings should be continuous and reinforced with one No. 4 rebar placed each, top and bottom. ' The above bearing value may also be increased by the following percentage to a maximum allowable bearing value of 3000 pounds per square foot: ' a) 20 percent increase for each additional foot below the minimum recommended depth, plus b) 7 percent increase for each additional foot wider than the minimum recommended width. Further, all footings south of (behind) the existing retaining wall ' should be founded behind a 1:1 plane projected up and from the base of 'the wall to avoid surcharging the ' wall, and all proposed footings in front of the wall should not be placed on top of the existing wall ' footing. ' 4. Subgrade soil beneath footings and slabs should be pre - saturated prior to concrete placement. B. Wall Criteria ' All proposed low height retaining walls should have a minimum ' embedment depth of 12 inches and a minimum footing width of 12 inches and should be designed in accordance with the ' recommendations presented herein. The equivalent fluid pressures are based on the assumption of a uniform backfill and no build-up of hydrostatic pressure behind the walls. To prevent build-up of lateral soil pressures in excess of the recommended design pressures, overcompaction of the fill behind the wall should be avoided. This can be accomplished by placement of the backfill above a 45 degree plane projected upward from the base of the wall in lifts not exceeding eight GeoSoiis, Inc. r • ' Page 9 October 29, 1991 W.O. 3660 -VN r rinches in loose thickness and compaction with hand -operated or small, self-propelled vibrating plates. General rAny anticipated, superimposed loading on footings such as vehicle loading within a 45 degree projection upward rfrom the wall bottom, except for retained earth, shall ' be considered as surcharge and provided for in the design. rThe walls should be constructed with weep holes near 1 the bottom on five-foot centers, or with perforated drain pipe in a gravel envelope at the bottom and rbehind the wall. A one -foot thick zone of clean, rbehind granular, free -draining material should be placed the wall to within three feet of the surface. ' Alternately, a geotextile drainage composite material may be utilized for protection of the wall against rseepage forces. on-site soil may be used for the remainder of the backfill and should be compacted to at rleast 90 percent relative compaction as determined by ' ASTM Test Designation D-1557-78. Page 10 October 29, 1991 W.O. 3660 -VN Conventional Yielding Retaining Walls All recommendations for active lateral earth pressures contained herein assume that the anticipated retaining structures are in tight contact with the fill or soil that they are supposed to support. The earth support system must be sufficiently stiff to hold horizontal movements in the soil to less than one percent of the height of the vertical face; but should be free- standing to the point that they yield at the top at least 0.1 percent of the height of the wall. Earth Pressures on Conventional Retaining Walls The earth pressures on walls retaining self -draining, granular materials, or compacted fill may be assumed equal to that exerted by an equivalent fluid having a density not less than that shown in the following table: Backfill Slope Equivalent (Horizontal to Vertical) Fluid Density Level 30 pcf 3:1 38 pcf 2:1 43 pcf GeoSoits, Inc. The depth of the retained earth shall be the vertical distance below the ground surface measured at the wall face for stem design or measured at the heel of the footing for overturning and sliding. IC. Existing Wall Although the existing wall has performed, satisfactorily in the past and will not be used for support of any portion of the proposed structures, a portion. of the wall will be left in place beneath the proposed house with some of the earth surcharge being received. To provide an additional factor of ' safety to the wall, we recommend that steel tiebacks be attached to the'top of the wall, at least in three locations ' beneath the house. This tieback concept could be most easily ' constructed by attaching a three -quarter -inch Dywidag tieback rod, or equivalent to a plate attached to the front face of the wall (see Plate 2) and imbedding the rod behind the wall in a narrow (four to six inch) concrete -filled trench, extending to a 2 -foot square by 1 -foot thick anchor block 14 feet behind the wall. GeoSoils, Inc. ' Page 12 October 29, 1991 W.O. 3660 -VN ' Additionally, we recommend that small weep -holes be placed near the base of the wall on five-foot centers. iD. Slabs -on -Grade iPrior to placement of slabs -on -grade for the garage,. the subgrade should be proof rolled and premoistened. The slab - on -grade design should consist of four -inch (nominal) concrete over four -inches of aggregate base, or five -inches of concrete placed directly on the subgrade. The slab should be reinforced with No. 3 rebars each way on 24 -inch centers or equivalent reinforcement.placed in the center of the slab. Saw cuts or ' expansion joints should be utilized where slab dimensions ' exceed 20 feet. ° E. Temporary Excavation Where the necessary space is available, temporary unsurcharged embankments may be sloped back without shoring. Vertical cuts ' may be made to a height of five feet. Any excavations greater than five feet should be trimmed back to a gradient 3/4:1 horizontal to vertical. ' These recommended temporary excavation slopes do not preclude local ravelling or sloughing. All applicable requirements of ' the California Construction and General Industry Safety I GeoSoiis, Inc. ' Page 13 October 29, 1991 W.O. 3660 -VN 1 ' Orders, the Occupation Safety and Health Act of 1970, and the Construction Safety Act should be met. ' Where sloped embankments are used, the top of the slope should ' be barricaded to prevent equipment and heavy storage loads within five feet of the top of the slope. If the temporary construction embankments are to be maintained for long periods, berms should be constructed along the top of the slope to prevent runoff water from eroding the slope faces. F. Permanent Cut and Fill Slopes - All permanent cut and fill slopes exposed to the weather and/or landscaped elements should be sloped no steeper than ' 2:1 (horizontal:vertical). Protected non -landscaped cut and fill slopes could be sloped to lZ:l. G. Drainage/Landscape Maintenance Seasonal precipitation and/or landscape water should not be ' allowed to pond within the lot .area, especially next to foundations of the proposed structures or the top of the existing wall. All final grades should be such that there.is ' positive drainage away from the structure. Roof gutters and yard drains should be provided to conduct any precipitation taway.from the proposed structures in non-erosive devices. 1 tGeoSoiis, Inc. October 29, 1991 W.O. 3660 -VN APPENDIX A FIELD EXPLORATION AND LABORATORY TESTING Field Exploration Field exploration was performed on October 18, 1991 using a tractor -mounted backhoe. Four exploratory trenches were excavated ' to a maximum depth of five feet. Soils were logged by our field engineer and classified by visual examination. Logs of the exploratory trenches are presented on the enclosed Plate B-1. Undisturbed and bulk samples of soil were obtained from the test trenches. Undisturbed samples were obtained by trimming blocks ' from the walls of the trenches. These samples were placed in ' moisture -tight containers, and. transported to our laboratory in cushioned boxes for testing and verification of classification. Laboratory Testing ' Soils were classified in the laboratory in accordance with the Unified Soil Classification System, and field moisture contents and dry units weights were determined for the ring samples obtained. P a) Expansion Index Test ' Expansion index tests were performed on representative on-site ' soil materials in accordance with the UBC Standard No. 29-2. GeoSoi is, Inc. The rate.of deformation was approximately 0.05 inches per minute. The samples were sheared under varying confining loads in order to determine the Coulomb shear parameters, cohesion and angle of internal friction. All samples were tested in an artificially saturated condition. The samples were plotted on the shear test diagrams included with this report as Plates SH -1 and SH -2. The Butte County Assessor's records indicate you are the owner of*the property. On January 30, 1987, I visited the property and the tenant permitted me to inspect her rental dwelling. The following conditions were observed which are in violation of the Butte County Code, Chapter 19, Section 19-3. Sanitary Sewage disposal system required, 19-4 - Unlawful disposal methods; the`California Health and Safety Code, Section 17920.3(a)(1)(14), (b)(2)(3), (d), (e), (f), and (g) and which pose health and safety hazards to the tenants and render the building substandard and unsafe for occupancy. 1. The building does not have a septic tank and leach lines and waste water from the bathroom and kitchen sink discharges onto the ground. 2. There is no water closet, with toilet facilities consisting of an illegal pit privy. 3. water is hauled onto the property, there is no approved well or connection to an approved water system. 4. Bathroom floor is rotted, lavatory sink cabinet is rotted out from leaks. Bathtub enclosure is made of wood shingles. Floor has openings to underfloor area. 5. Water lines consist of plastic piping and black plastic irrigation piping not approved for use in the house. Sewerage waste lines lack approved traps and vents. Kitchen plumbing is leaking and flooding under house area. Timothy Carr Cullen February.3, 1987 Page 2 6. Kitchen floor is damaged by water leaks. 7. Front deck floor is rotted and unsafe. Stairs are unsafe. 8. Electrical wiring is unsafe with numerous open splices in main house, and in underfloor storage area. Wiring is unprotected and not properly anchored. Water heater is.improperly wired through a wire running through exterior wall to wall receptacle in kitchen. 9. Electrical wiring is exposed and unprotected at rear of electric range 10. Wood stove is an improper.and unsafe installation, with inadequate hearth (fire recently started below asbestos paid), inadequate separation from combustible wall, and.single wall flue too close to combustible wall. 11. No'permits found for construction of this dwelling. There conditions shall be corrected as follows, and within THIRTY (30) DAYS from receipt of this notice. Obtain septic tank permit from the Butte County Department of Public Health, and building permits from the Butte County Department of Public Works, 196 Memorial Way, Chico, CA prior to making repairs. 1. Install a septic tank and leach lines under permit and inspection from the Health Department. Correct all waste drain plumbing to the septic tank. 2. Provide a properly installed water closet type toilet. Remove illegal privy and backfill pit. 3. Install a well under permit and inspection from the Health Department. 4. Replace rotted bathroom floor and rotted lavatory sink cabinet bottom. Provide smooth waterproof enclosure around bathtub. Eliminate all openings in bathroom floor. 5. Provide proper leak free plumbing fro all drain, waste, vent and waterlines. Provide effective traps and vents. Provide proper supports for all drain waste and vent piping. 6. Repair kitchen floor, replacing all deteriorated materials and supports. 7. Reconstruct front deck and stairs. Provide proper flooring, supports, and treads. 8. Cleanup electrical wiring. Eliminate unprotected wiring at rear of electric range. 10. Provide proof of permits for construction of:the house. A reinspection will be made. Failure to comply with this notice, will: result in the Franchise Tax Board being"advised.of your noncompliance. You will then be prevented from claiming state tax deductions for taxes, depreciation, amortization, or interest expenses connected with ..the property as long as it remains substandard. This notice is given to you pursuant to Sections 17299 and 24436;:.5. of the California Revenue and Taxation Code. If this building is vacated by the current tenant, it shall not be reoccupied until all listed conditions are corrected and approved.
