On arrival a Cravetr,ai`le as located near the end of a long driveway. The travel trailer is approx. 8 x 20 and is not self contained. I observed what appeared and was"reported to be grey water emptying on the ground. A large.pile of black garbage bags (approx 15) were piled behind the TT. The occupant of the TT, later Identified as James Joseph Snook, WMA, DOB 4-18-54 advised that he and his partner had recently purchased the property and was in the process of clearing the property to build a house. He advised that he and his wife sleep in tents and the children sleep in the TT (two children were observed) . An out house was reportedly used for the toilet facilities which was observed approx. 30 yards away. Mr Snook reported that his partner, Neal Peterson, was not at home at this time and we could not go into his TT. ZT_s TT was parked approx. another 50 yards further down the driveway. Deputy Smith and I checked the second TT (CA lic DN 4791, 89 tag) which is approx 8 x 30 with an addition built onto it, size being approx 10 x 20. The deputy walked up to the front door which was open. He advised that he observed several spears, a loaded dart pistol type weapon with scope and a set of numchucks hanging on the wall. Subject Snook was issued citation no. 586 to appear in Chico Muni. Ct. on Aug 20, 1991 for violations of the Butte County Code Chapter 19, Sections 19-3 and 19-49(a) which require a authorized septic system (out houses not allowed), and sewage (out house and grey water) sewage overflowing any lands whatever.
