This department has received a complaint alleging health and/or safety hazards at the above -referenced
property. Butte County Assessor's records indicate that you own or control the property.
On August 6, 2002, an inspection, was made regarding the complaint and the following conditions were
observed which are in violation of the California Health and Safety Code, Section 17920.3 (a) (6), (a) (12);
(c); (d);(e); (g), (g) (2); which pose health and safety hazards to the occupants and render the dwelling
substandard.
Any building or portion thereof including any dwelling unit, guest room or suite of rooms, or the premises on
which the same is located, in which there exists any of the following listed conditions to an extent that
endangers the life, limb, health, property, safety, or welfare of the public or the occupants thereof shall be
deemed and hereby is declared to be a substandard building:
1. Lack of adequate heating (a) (6)
2. Infestation of insects, vermin, or rodents (a) (12)
3. Unsafe water source to residence (c)
4. Lack of adequate guard rails on rear deck (d)
5. Exposed electrical wiring through out structure (e)
6. Exterior water leaks on rear deck (e)
7.. Tub overflow not connected (e)
8. Lack of weather stripping around exterior door (g)
9. Broken rear door (g) (2)

At the time the above -referenced property becomes vacant, it shall not be occupied until all violations
are corrected. �(
This is your final warning. Unless you contact this office and make the proper arrangements to correct or
abate the violation(s) voluntarily, within ten 10 days from the date of this letter, enforcement shall be
pursued through the issuance of a citation (ordering you to appear in court) for said violation(s) and for failing
to comply with this warning letter.
Upon conviction of said violation(s) or of failing to comply with this letter, the court shall impose penalties
(fines) and a Notice of Violation shall be recorded in accordance with Butte County Code Section 41-7. The
Notice of Violation will include a description of the premises the violation concerns, a description of the
violation, the date of your convictions and the action necessary to correct or abate the violation(s).
Furthermore, failure to comply will result in the Franchise Tax Board being notified of your non-
compliance. You will then be prevented from claiming state tax deductions for taxes, depreciation,
amortization, or interest expenses connected with the property as long as it remains substandard.
This notice is given to you pursuant to Section 24436.5 of the California Revenue and Taxation Code.
To comply with the California Health and Safety Code, Section 17920.3 (b) 8,9; (h)1; you must obtain
all required permits for repairs from the Butte County Department of Development Services, Building
Division, 7 County Center Drive, Oroville, California.

At the time the above -referenced property becomes vacant, it shall not be occupied until all

It is the County's goal to obtain voluntary compliance with the California Health and Safety Code. However,
you should be advised that Butte County has an active code enforcement program which provides an effective
means of enforcement. A re -inspection will be made to determine compliance. If voluntary compliance with
this notice is not accomplished by correction of the above -referenced violations, enforcement may be pursued
through the issuance of a citation to appear in the Butte County Municipal Court.
Upon conviction and per Section 41-7 of the Butte County Code, violators may be fined and a Notice of
Violation may be recorded which include a description of the action necessary to correct the violation.

Phone conversation with Tom Tarman, Architect
Tom will be making a site visit to provide a proposal to Michael & Janet Harris (owners)
for building evaluation and plan preparation. Tom questioned how, and to what code/s he
would use to evaluate the building. I advised him that current codes were technically
required, but to apply that standard would require complete demolition and new
buildings. Our approach is to try and determine when the buildings were constructed,
consider the codes in effect at the time of construction, but try to achieve compliance
with current codes whenever possible. Buildings shall be made to be structurally sound,
both laterally and vertically. Non structural code requirements may be considered for
codes in effect at time of construction that will not effect the health and fire -life safety
protection of future occupants. (i.e. energy regs.)
I advised him to contact arl Durling regarding multiple dwelling issues.

This is a formal warning notice. Pursuant- to Butte County Code (BCC) Section 41-2, we sent you a

The above violations(s) shall be corrected or abated by you by submitting three (3) complete sets of plans,
applying for the required permits. and paying the appropriate fees, including penalties. After permit
issuance and field authorization to proceed, the work must be completed and approved by this office
within the permit specified time.
This is your final warning. Unless you contact this office and make the proper arrangements to
correct or abate the violation(s) voluntarily, within ten (10) days from the date of this letter,
enforcement shall be pursued through the issuance of a citation (ordering you to appear in court)
for said violation(s) and for failing to comply with this warning letter.
Upon conviction of said violation(s) or of failing to comply with this letter, the court shall impose
penalties (fines) and a Notice of Violation shall be recorded in accordance with Butte County Code
Section 41-7. The Notice of Violation shall include a description of the premises the violation concerns, a
description of the violation, the date of your conviction and the action necessary to correct or abate the
violation(s).

This is a formal warning notice. Pursuant to Butte County Code (BCC) Section 41-2, we sent you a
courtesy notice dated August 13, 2002, notifying you that you are in violation of the BCC, and 1998
California Building Code (CBC), at the above -referenced location. As of this date, the following

construction of a 14 x 16 pump house, two (2) decks, single family residence and a
conversion of a pool house and garage to living units.
Since permits and inspections are required for the above work, please submit three (3) complete
sets of plans, apply for the required permits, and pay the appropriate fees. All work must stop
until these permits are issued and you are authorized by our field inspector to proceed. The field
authorization cannot be made until the existing work is inspected and approved. (See attached
special inspection letter)
It is the County's goal to obtain voluntary compliance with the Butte County Code. However,
you should be advised that Butte County has an active Code Enforcement Program which
provides an effective means of enforcement if voluntary compliance is not obtained.
Enforcement may be pursued through the issuance of citations, fines and the recording of a
Notice of Violation including a description of the action necessary to abate the violation.
You have thirty (30) days to voluntarily comply with the above directions or to present an
acceptable plan for abatement or corrective actions to be taken by you. Should you have any
