permit. Building permits are not required to be signed by property owners unless they are personally performing their own

I see this as a total loss. I think that it would be more cost effective to start over than trying to repair the
problems. Trying to fix wouldn't gaurentee the problems solved. A stepped perimeter foundation with a
raised floor should of been used for this application in the first place not a slab on grade.

Re: Inspection of 14600 Colter Way, Magalia, Ca.
After an inspection of the residence located at 14600. Colter way, Magalia, Ca, we
offer the following professional opinions, statements, facts and observations (in no
specific order).
1. The back patio area is not a safe area, nor does it comply with various Code
requirements.
a) An exterior landing at'an exit door cannot be sloped more than a quarter-of-an-
inchper foot as per CBC 1003.3.1.5 -�
b) The patio door's step does not meet minimum rise for an exit step. A rise shall
not be less than 4 inches nor more than 8 inches as per CBC 1003.3.3.3
c) The steps off of the patio at the north east side, does not comply with the
requirements of an exit stairway as per CBC 1003.3.3
d) The slope of the patio does not lend itself to be usable. Most likely, the plans
for the patio indicated maybe a'/ inch per foot slope, not the extreme slope
which is currently present (likely a result of the construction moving down the
hill).
e) The large gap that has opened -up between the house and the patio, even though
it has been caulked, it is not an "expansion joint". It is the result of the
construction moving down the hill.
f) The installed "retaining walls" are really a stack of landscaping blocks. The
Code calls for "designed" retaining walls in this location to support the patio as
per CBC Chapters 16, 18 and 33
g) The "guardrail" in certain locations will not meet the requirements of CBC
Section 509 and Table`16-B.
h) If this patio structure is left alone, it will most likely continue to deteriorate and
become totally unusable.
0 The gas piping is not secured or protected as required in the CPC
2. The front yard area may appear to be safe and "nicely" done, but:
a) There is not, anexit path from the dwelling to the public way as required CBC
Chapter 10
b) The installed "retaining walls" do not meet CBC requirements as retaining
walls as per CBC Chapters 16, 18 and 33
c) If the "retaining walls" fail, the retained earth will be against the house; the
driveway will be covered with earth.
d) The driveway is steep and not practical.
e) There is a "trench" in front of the garage door; put in to keep run off out of the
garage, but it creates a problem for entering and exiting the garage. There is a
method of sloping the asphalt away and around the in
without a "trench
CBC 1804.7 requires that provisions shall be made for the control and drainage
of surface water around the building.
f) The walk, in front of the house, does not provide adequate drainage as per
CBC 1804.7
g) The exterior siding is installed with inadequate clearance to the ground or hard
surface as required by CBC 2306
h) There is evidence that the driveway is pulling away and/or settling away from
the house as evidenced by the cracking/opening adjacent to the house/garage
and driveway.
3. At the front porch:
a) The post bases for the front porch posts are not installed as required by CBC
2306.5 or as per listing.
b) The front porch beams are twisting and moving; some due to shrinking and
some presumably to the building's movement. CBC 2304 requires wood
construction to develop the strength and rigidity necessary for the purposes for
which they are used.
4. On the bedroom end of the house, outside the north east corner:
a) There is a landscaping block wall that should be a designed Code complying
retaining wall as per CBC Chapters 16, 18, and 33
b) There is a roof downspout that goes into a plastic corrugated plastic drain pipe.
c) See items: 2.b), 2.c), 2.f) and 2.g)
5. On the garage end of the house, outside, one finds:
a) Soil settlement along the side of the garage. The "fill" is too close to the
adjoining property line, which will not meet the requirements of CBC Chapters
1, 16, 18, and 33
-b) The garages foundation does not appear to be in undisturbed earth as required
by CBC Chapter 18
c) The driven grounding electrode, the grounding electrode connection, and the
grounding electrode conductor installation do not comply with California
Electrical Code Article 250 or others.
6. Inside the garage:
a) The concrete floor is showing evidence of movement.
b) The North West personnel door is tight within the framework. The owner
indicated it did not used to be tight; this is another indicator of the building
settling.
c) The clothes dryer's moisture exhaust duct is not properly supported or
protected, nor does it terminate as per CMC Chapters 5 and 6
d) The required occupancy separation wall's integrity has been compromised in
violation of CBC 302
e) The non-metallic sheathed cable is not properly installed as per CEC 334 (and
others).
f) There is a noticeable separation in the foundation at approximately the junction
of the dwelling and the garage; it is open at the top and tight at the bottom.
There is also a crack/separation showing inside the garage at the house wall.
This indicates that the garage is moving and/or the house is moving. This
condition does not comply with CBC Chapters 16, 18 and 33
7. Inside the dwelling:
a) In the water heater room:
1) The combustion air duct is not of legal material as per CMC 704 and
CPC 507
2) The combustion air duct that extends into the attic does not comply
with CMC 704 or CPC 507
3) The combustion air opening location does not comply with C
CPC 507 MC 704 or
4) Only one combustion air opening is provided- two are required as per
CMC 704 and CPC 507
5) The water heater vent connection is not properly installed/secured as
per CMC 802, CPC 512 (and most likely the listing).
6) The pressure temperature relief valve pipe installation does not comply
with CPC 608.3
7) The water heater gas supply piping was not secured within the wall as
required by CPC 314
b) In the attic:
1) The ABS vent piping is not supported as required by CPC 314
2) The black steel gas piping is not supported as required by CPC 314
3) The non-metallic sheathed cables are not supported as required by CEC
334.30
4) The non-metallic sheathed (NM) cables are not installed as required for
exposed cables as per CEC 334.15
5) Some of the NM cable has too tight of bends as specified by CEC
334.24
6) The NM cable is not protected adjacent to the attic access opening as
required by CEC 334.23 and 320.23
7) The condensate drain pipe is not properly supported as required by
CMC 310
8) The vent pipe for the heater unit is of questionable material- normally
PVC or CPVC plastic piping is specified for high efficiency type of
furnace vents- CMC Table 8-3
8. General conditions:
a) Cabinet work did not appear to be installed in a professional manner.
