Under Section 301.2 of the California Plumbing Code (Alternative Materials and Methods) the Administrative
Authority may allow the use of PEX tubing for both hof and cold potable water distribution.
After careful review of all the information submitted and additional surveys of other jurisdictions allowing the.
use of PEX tubing, we have come to the conclusion that PEX tubing is a viable alternative under the following
conditions and requirements:
1. All PEX piping must be listed and approved by ICC, IAPMO or other nationally recognized testing
and/or listing agency.
2. -All PEX piping installations must comply with the manufacturer's listing/s and installation instructions.
3. A copy of the installation instructions must be made available to the field inspection staff on site.
4. All PEX piping shall be kept clear of recess light fixtures, heat conducting flue vents, ducts or other
materials that�could cause physical damage.
5. All penetrations in or through fire rated assemblies shall be protected with an approved listed system.
Submit evidence of such listing prior to the installation of all piping. (Including manifold/s installed in the
garage occupancy separation or firewall).

2.0 USES
The Uponor Wirsbo AQUAPEX and AQUAPEX PLUS
systems consist of AQUAPEX and AQUAPEX Plus cross-
linked polyethlyene (PEX) tubing, respectively, fittings, and
additional components for use in potable hot- and cold -water
distribution, water service and radiant heating systems.
3.0 MATERIAL DESCRIPTION
3.1 Tubing:
The tubing is produced from cross-linked polyethleyne
compound complying with ASTM F 876-01. AQUAPEXtubing
is available in nominal 31r,
/8,' 5 3/4-,1-,1'/4 , and 1'/2 inch -
diameter (10, 13, 16, 19, 25, 32, and 38 mm) sizes.
AQUAPEX PLUS tubing is available in nominal '/z , 3/4-, 1-,
11/4-, and 1'/27inch-diameter (13, 19, 25, 32, and 38 mm)
sizes.
3.2 Fittings:
Two types of fittings are recognized. ProPEX fittings are
insert -type fittings made of either brass or Engineered Plastic
(EP) that are used with an external PEX compression ring.
The fitting is installed in the end of PEX tubing by expanding
the tube and the external PEX compression ring with a tool
supplied by Uponor Wirsbo Company. The insert end of the
fitting is then inserted into the expanded end of the tubing,
and within a short period of time the tubing and ring contract
around the fitting. ProPEX plastic fittings are available in

Uponor Wirsbo brass compression -type fittings that consist
of a nut, compression ring and insert may also be used.
Compression -type fittings are available in nominal 3/e-.'/2-
5/8 ,
3/,-, and 1 -inch -diameter (10, 13, 16, 19, and 25 mm)
sizes.
The ProPEX fittings comply with ASTM F 1960-00, and the
compression fittings comply with ASTM F 877-01. Fittings are
illustrated in Figure 1, and are identified as described in
Section 7.0. Fittings must be attached to tubing in strict
accordance with the Uponor Wirsbo Company installation
instructions.
4.0 INSTALLATION
4.1 General:
■ Tubing and plastic fittings shall not be installed or stored
in locations exposed to direct sunlight for more than 30
days. Tubing and fittings shall be protected from physical
damage with an oversized flexible sleeve at structural
mass penetrations and when the tube is uncovered.
Annular spaces between sleeves and pipes shall be filled
or tightly caulked in an approved manner.
■ All systems shall be installed. by Uponor Wirsbo–trained
installers in accordance with the manufacturer's
instructions, which are provided with the product.
Installation must conform with relevant requirements of
the referenced codes and is subject to approval by the
building official of jurisdiction.
■ The tubing shall be maintained at the proposed operating
pressure during placement of concrete, or prior to
backfilling when used in buried applications.
■ Manufacturer's instructions shall be furnished to the
building official upon request. -
■ Clearances from heat -producing equipment shall be in
accordance with Section 503.7.7 of the 2003 International
Fuel Gas Code®, Section 304.6 of the ICBG UMC, or
Section 805.3 of the IAPMO UMC, as applicable.

■ Minimum bending radius is six times the outside tube
diameter of the PEX tube. The outside diameter is the
nominal diameter plus'/, inch (3.2 mm).
4.2 Water Distribution:
Horizontally laid pipe must be secured in such a manner that
temperature -induced expansion and contraction are
accommodated.
4.3 Water Service:
AQUAPEX can be installed directly on the trench bottom,
which is cut smoothly and is free of lumps and rocks. The
tubing should be installed underground in a manner that
ensures external loads will not subsequently cause a
decrease in the vertical dimension of the cross section of the
tubing that exceeds five percent of the outside diameter.
AQUAPEX tubing shall be installed to provide an allowance
for contraction of the line due to temperature change prior to
backfilling. for applications requiring direct burial,
Dezincification Resistant Brass ProPEX fittings (DZR) ,or
equivalent shall be used in accordance with the
manufacturer's installation handbook. In areas with poor soil
conditions (plastric clays), the trench bottom shall be
prepared using granular material to provide a stable base.
Potable water service tubing shall not be located in, under or
above cesspools, septic tanks, septic tank drainage fields or
pits.
4.4 Radiant Heating Systems:
The installation must comply with applicable chapters in the
referenced mechanical codes and the manufacturer's
published installation instructions. Details of the design and
installation of the radiant heating system shall be submitted
to the building official for approval. The system may be
installed in either concrete or wood floors. All circuits shall be
formed from continuous lengths of tubing, from manifold
supply to return. No splices are allowed. When the system is
embedded in concrete floors, a moisture barrier is first laid
over a concrete base slab a minimum of 3% inches (38 mm)
thick. Underfloor insulation and reinforcing mesh are then
placed on the slab. The tubing is uncoiled and attached to
the mesh using soft steel wire. A concrete topping is then laid
overthe tubing. When embedment is in concrete, installation,
including minimum concrete cover, shall comply with IBC
Section 1906.3 or UBC Section 1906.3, as applicable.
When the tubing is installed in a wood -framed floor without
an existing deck, the floor joists must be cross -battened at 12
inches (305 mm) on center. Aluminum heat -emission plates
are then nailed or stapled in-place between the battens. The
tubing is then uncoiled and pressed into place in the heat
emission plates. The floor deck is then nailed to the joists in
a conventional manner.
When the tubing is installed in wood -framed ceilings, the
aluminum heat -emission plates are nailed or stapled in place
along the rafters or along wood supports placed
perpendicular to the ceiling rafters. The tubing is then
uncoiled and pressed into place in the heat -emission plates.

temperature -induced expansion and contraction are
accommodated.
4.5 Inspection:
4.5.1 Water Distribution and Water Service Piping:
Installed tubing shall be pressure -tested and inspected as
required by Section 606.6 of the IPC and Section 103.5 of the
IAPMO UPC.
4.5.2 Radiant Heat Piping: The tubing shall be pressure -
tested for leaks before installation of covering, as noted in
IRC Section M2103.3, IMC Section 1208, ICBO UMC Section
1208 or IAPMO UMC Section 1207.0, as applicable. The leak
test shall be witnessed by the building official or the building
official's designated representative. During placement of the
cover over tubing, the tube shall be maintained at the
proposed operating pressure.
5.0 CONDITIONS OF USE
The AQUAPEX and AQUAPEX PLUS piping and fitting
systems described in this report comply with the codes
specifically listed in Section 1.0 of this report, subject to the
following conditions:
5.1 The tubing and fitting systems shall be installed in
accordance with this report and the applicable code.
5.2 When installation is in fire -resistive assemblies,
evidence of compliance with UBC Section 709 (walls
and partitions), UBC Section 710 (floor/ceiling or
roof/ceiling), and IBC Section 711 (penetrations), as
applicable, shall be provided to the building official for
approval.
5.3 Nominal 3/8 through 1% -inch -diameter (10 through 38
mm) AQUAPEX tubing systems, and nominal %-, 1-,
047, and 02 -inch -diameter (13, 25, 32 and 38 mm)
AQUAPEX PLUS tubing systems, are manufactured in
Apple Valley, Minnesota, under a quality control
program with inspections by NSF International (AA -
633).
5.4 Nominal '/Z and 3/4 -inch -diameter (13 and 19 mm)
AQUAPEX tubing systems are manufactured in St.
John, New Brunswick, Canada, under a quality control
program with inspections by NSF International (AA -
633).
5.5 Nominal 1'/4 -inch -diameter (32 mm) AquaPEX is
manufactured at the Uponor Anger GmbH EcoFlex
facility in Virsbo, Sweden, under a quality control
program with inspections by NSF international (AA -633).

BUILDING PERMIT APPLICATION WITHOUT REQUIRED CLEARANCES
I request and authorize the Building Division to process this building permit application through the plans
examination process WITHOUT first obtaining all necessary, related permits and clearances from other
regulatory entities, including but not limited to, Planning, Environmental Health, -Land Development,
County Fire, and Agriculture.
I hereby acknowledge:
a I need to submit applications for septic and/or well to Butte County Environmental Health
immediately.
• I am required to bring the approved Environmental Health site plan and approved sanitation
clearance to the Building Division as soon as clearance is obtained
® I am responsible for notifying Development Services, in writing, to stop processing of the
application and to arrange for disposition of plans.
The Building Division will process the application through the plans examination process, as submitted,
without input from other regulatory entities that could prohibit issuance of the building permit or require
submission of amended building plans to the Building Division. Once the plans examination process
begins, there will be no refund of plans examination fees. Any changes requiring submission of amended
plans to the. Building Division will incur additional. fees.
Within one year from the date of application for a building permit, all other required permits and clearances
from other entities must be obtained for the permit to be issued. Failure to obtain these permits/clearances
will void the application.
Typically other required permits/clearances include, but are not -.limited to, verification the parcel was
legally created, adherence. to. all mitigations.arid conditions imposed on the parcel at time of creation, as well
as zoning requirements; legal access, and applicable set -backs and environmental issues (fire, agriculture
buffer zones, and habitat/species).

5: The following are limitations or requirements for timber operations conducted under a Less Than -Three Acre Conversion
Exemption (Notice, Notice of Conversion Exemption, Conversion Exemption):
A. Timber operations shall comply with all other applicable provisions of the Forest Practice Act and regulations, county general plans,
zoning ordinances, and any implementing ordinances; copies of the state rules and regulations may be found on CDF's Web Page on the
Internet at http://www.fire.ca.gov.
B. All timber operations shall be complete within one year from the date of acceptance by the Director.
C. All conversion activities shall be complete within Iwo years from the date of acceptance by the Director unless under permit by local
jurisdiction. Failure to complete the conversion requires compliance with stocking standards and stocking report requirements of the Act and
board regulations.
D. The timber operator shall remove or dispose of all slash or woody debris in accordance with 14 CCR 1104.1 (a) (2) (D). The timberland
owner may assume responsibility for the slash treatment, provided the landowner acknowledges in writing to the Director such responsibility
at the time of submission of this notice. The specific requirements shall be included with the acknowledgement.
E. Timber operations shall not be conducted during the winter period unless a winter operation plan or in lieu practices- required by Forest
Practice regulations are specified within (attached to) this Notice.
F. No timber operations are allowed.within a Watercourse and Lake Protection Zone unless specifically approved by local permit (e.9.
county, city). -

G. No timber operations shall be conducted,until the Director's notice of acceptance is received and a valid copy of this Notice and the
Director's acceptance shall be kept on site during timber operations. .
H. No sites of rare, threatened or endangered plants or animals or species of special concern shall be disturbed, threatened, or damaged.
I. No timber operations are allowed on significant historical or archeological sites.
J. Within one month of the completion of timber operations, including slash disposal, the timberland owner shall submit a Work Completion
Report to the Director.

Addendum .to Less Than3 Acre.Conversion Exemption
Winter Operating Plan:
As per 14 CCR 1104.1(a)(2)(E), timber operations may be conducted during the winter
• period. Tractor. operations in the, winter period are allowed under any of the following
conditions: ,
1. During dry, rainless periods where saturated soil conditions, as defined in 14 CCR
895. 1, are not present. Erosion control structures shall be installed on all
constructed skid trails and tractor roads prior to sunset if the National Weather
Service forecast is a "chance" (30% or more) of rain within the next 24 hours.
As per 14 CCR 895.1 — "Saturated Soil Conditions" means: that site conditions
are sufficiently wet that timber., operations displace soils'in yarding or mechanical
site preparation areas or displace road and landing surface materials in amounts
sufficient to cause turbidity increase in drainage facilities that discharge into Class
I, n, III, or IV waters, or in downstream Class I, II, III, or IV waters that is visible
or would violate applicable water quality requirements.
. In yarding and site preparation areas, this coridition'may be evidenced by: a)
reduced traction by equipment as indicated by. spinning or churning of wheels or
tracks in excess of normal performance, b) inadequate traction without blading
wet soil, c) soil displacement in amounts that cause visible increase in turbidity of
the downstream waters in a receiving Class I, II, III, or IV waters, or d) creation
of ruts greater than would be normal following a light rainfall.
On logging roads and. landing surfaces, this condition may be evidenced by a)
reduced traction by equipment as indicated by spinning or churning of wheels or.
tracks in excess of normal performance, b) inadequate traction without blading
wet soil; c) soil displacement in amounts that cause visible increase in turbidity of
the downstream waters in a receiving Class I, II, III, or IV waters; d) pumping of
road surface materials by traffic, or e) creation of ruts greater than would be
created by traffic following normal road watering, which transports surface
material to a drainage facility that discharges directly into a watercourse.
Soils or road and landing surfaces that are hard frozen are excluded from this
definition.
2. When ground conditions in the conversion exempfion area and appurtenant roads.
satisfy the "hard frozen" definition in 14 CCR 891.1.
As per 14, CCR 895.1 - "hard frozen conditions.' means: those frozen soil
conditions where loaded or unloaded vehicles can travel without sinking into the
road surfaces to a depth of more than six inches over a distance of more than 25
feet.
3. Over -snow operations where no soil disturbance occurs.' ,
