Duties and Responsibilities of the Special Inspector. 1. The special inspector shall observe the work assigned for con- formance with the approved design drawings and specifications. 2. The special inspector shall furnish inspection reports to the building official and the engineer or architect of record. All discrepancies shall be brought to the immediate attention of the contractor for correction, then, if uncorrected, to the proper design authority and to the building official. 3. The special inspector shall submit a final signed report to the Building Department stating whether the work requiring special inspection was, to the best of his knowledge, in conformance with the approved plans and specifications and the applicable workmanship provision of this code. 4. The special inspector shall advise the contractor that Building Department called inspections cannot be delegated to him, so inspections must also be made by Butte County. 5. Any change in special inspection firms made after permit issuance shall be approved by the Building Department prior to the new firm performing any inspections. 6. Special inspections are in addition to the regular inspections performed by Butte County Building Department. County inspection approval and sign off is not to be construed as authorization to proceed with work which obscures, covers or otherwise prevents proper special inspection. Pursuant to the provisions of the Zoning Ordinance of the County of Butte and the special conditions set forth below: Tri Flame Propane is hereby granted a Use Permit in accordance with application, filed: August 11, 1993 to allow the storage of flammables, in a 30,000 gallon storage tank, for retail sales, on property zoned H -C (Highway Commercial) located south of the northerly intersection of Skyway and Dogtown Road. 1. Failure to comply with the conditions specified herein as the basis for approval of application and issuance of Permit, constitutes cause for the revocation of said permit in accordance with the procedures set forth in the Butte County Zoning Ordinance, including Butte County Code Sec. 24-62. 2. Unless otherwise provided for in a_ special condition to this use permit, all conditions must be completed by the Permittee withth 12 months of the delivery of the countersigned permit to the Permittee. 3. If any use for which a use permit has been granted is not established within one year of the date of receipt of the countersigned permit by the Permittee, the. permit shall become null and void and reapplication and a new permit shall be required to establish the use. 4. The terms and conditions of this permit shall run with the land and shall be binding upon and be to the benefit of the heirs, legal representatives, successors, and assigns of the Permittee. SPECIAL CONDITIONS: 1. Prior to issuance of the Use Permit, a revised site plan shall be provided that reflects the following: a. Re -orient the propane tank to an east -west direction, unless otherwise modified per the County Fu -e Department. b. Provide for a 10 foot landscape buffer plan along the Skyway that includes trees and shrubs. C. Remove the four parking stalls from the plan. 2. Meet the Environmental Health requirements for the use of Hazardous Materials. 3. All flammable vegetation within 30 feet of the tank shall be removed and maintained so as to prevent revegetation. 4. Asphalt paving shall be provided to Dogtown Road and within the interior road to Public Works standards. 5. Prior to issuance of the Use Permit, a revised site plan shall be provided that illustrates the Fire Departments accepted orientatim of the tank. Vegetation clearance is a conditions of approval and the crash posts at 5 ft. centers are required as part of the project. 6. Should any historic or prehistoric sites, features, artifacts, or human skeletal remains be discovered during the project development, activity shall cease until a qualified professional archaeologist has been consulted to access the archaeological or historic significance. 7. Applicant shall comply with all other applicable State and local statutes, Ordinances and regulations. Place a truck entering warning or other warning . signs of Dogtown Road, if determined to be necessary to the Department of Public Works. 8. Deliveries shall be restricted to non -peak hours except in the case of an emergency. NOTE: Minor changes may be approved administratively by the Director of Development Services upon receipt of a substantiated written request by the applicant. Prior to such approval, a verification shall be made by each Department or Division that the modification is consistent with the application, fees paid and environmental determination as conditionally approved. Changes deemed to be major or significant in nature shall require a formal application for amendment. NOTE: Minor changes may be approved administratively by the Director of Development Services upon receipt of a substantiated written request by the applicant.
