All materials and workmanship shall be in accordance with recognized good practices and of a quality prescribed for the specific use in the 1998 California Building Code (1997 U.B.C.); 1998 California Plumbing Code (1997 U.P.C.), 1998 California Mechanical Code (1997 U.M.C.), and the 1998 California Electrical Code (1996 N.E.C.) The following items are separated into two categories (general and specific). The "general" items are for your reference and are not specifically called out on the plans by the plans examiner. These items MUST be complied with, if applicable, and it is the builder's responsibility to comply. The "specific" items have been keyed to the plans. If an item is inadvertently left out or missed, it does not relieve the builder of any responsibility for code requirements, general or specific. GENERAL REQUIREMENTS • Guest rooms and habitable rooms shall have natural light equal to 10% of the floor area and natural ventilation equal to 5% of the floor area (Sec. 1203, U.B.C.) • Provide required room dimensions and ceiling height. (Sec. 310.6, U.B.C.) • Provide lights, switches, and receptacles for maintenance of mechanical equipment. (Sec.306, U.M.C.) • Approved vent and adequate combustion air for gas water heater and/or furnace. (Ch. 7& Ch. 8, U.M.C.) • Provide minimum one 3'-0" exterior door. This parcel previously sited a 1971 Boise Cascade 12 X 56 single wide mobilehome. A pre -inspection of the site was conducted to determine the adequacy of the site for the installation of the new double wide mobilehome. The field inspector found (1) construction at the existing site that was not permitted, (2) a partially burned building, and required the owner to make applications for unpermitted structures and for repairs to the partially burned structure. The owner produced documents from the assessor's office showing the construction occurred in 1971. Certain accessory buildings were exempt from permits until 4/21/1972. The building in question is a garage building that contains a portion that is converted for living use. That portion, 14' X 24', contains a wood burning stove, carpeted floors, bathroom, washer/dryer connections and completely finished interior walls and ceilings. Living area was not an exempt building prior to the 4/21/72 exemption. At present, a corner (where the wood burning stove is located) of the building has burned. The framing has been exposed, siding removed, electrical conductors exposed. The new electrical service that will supply the mobilehome is located on the fire damaged building. The field inspector has refused to energize the electric service and make a final inspection on the mobilehome until appropriate permits are issued and corrections are made to the fire damaged structure. The inspector has advised the owner that he would energize the electric service if it were properly installed and located on the mobilehome or on an adjacent power.pole. I also advised John Langley of this situation. I had a phone conversation with John a couple of days ago. I advised him to prepare plans for the living area portion of the garage structure and make an application for permit. I also advised him that I would give his application priority status based on his situation. He stated that he would have plans prepared and make an application for permit.
