a small 'Kitchen. A total of fifty-six (56) parking spaces are proposed. Approximately forty

The Public Works Department requests that a public road approach : e provided on 'Skyway
to ensure safe access to the site, A public road approach is a turning pocket or deceleration'
Lane on the north bound lane of Skyway. This may, require a minor modification to the.
drainage channel adjacent to Skyway.
This proposal represents art addition of less than 10,000 square feet to an existing structure
which contains all public services and is not located in an environmentally sensitive area.
herefore, the: project classifies as a Class 1 (e,2) Categorical Exemption from the provisions
of the California Environmental Quality Act (CEQA)
RECOMMENDATIONS
Staff recommends that the Planning Commission approve the project since the expansion will
not. impact the integrity of the zone or impact adjacent' 'properties.
The following actions are recommended -
A4 Find that, the proposed expansion is'a Class I (e.2) exemption from the provisions of
CEQA, and
B. Find that the proposed expansion, subject to the attached conditions, complies with the
TM -5 inning standards and is compatible with the integrity and character of the zoning

7rr a letter of Nov. 10 in response to Use Permit AP 065-090-020 for new con-
;str.ucation at the Seventh -day AdVohtist Church located at 15204 Skyway it was
requested by the Public Works Dep t. that a public road approach be provided
;for the south entrance to the property;. We request that this requirement be
warred for the following reasons,
1 . Traffic is 'min=' al north of the intersection Ob Skyway and Nimsb6iRd:
Most of the traffic ;going north out of yagal la turns off by the time it gets
to Nimshew Rd. The church property is z `mile north of Nimshew Rd. so away
from the heavy flow of traffic.
2. The regular use of the church facilities is on Saturday mornings and
after 6;30 P.M. when traffic is greatly reduced from week -day traffic.
I. The number of people using the church facilities will not be increased
as a result of the new construction. The projected building is for the
purpose of eliminating the muliple use of 2 rooms in the present building.
and making it possible to turn one of the present classrooms into a Pastor s
Study.
The present meeting hall is being used for church services, fellowship
dinners and itecreational activities, hence the construction of a net fellow-
-ship hall for the two latter u es, 'leaving -the present meeting hall strictly
for`relig ius services.'
One of our present classrooms has doubled- as a wort place for ladies in-
volved in community services, a totally impractical situation# hence the
pland. for a large community services room for adequate working space and 'room
for storage of clothing and canned food and bedding etc.
In actualityure 'will be adding only new classroom to the over-all church.
facilities since one present classroom w311 become the pastors study and
another will consist of storage and a halyay to the new building.
