I am not sure of the proper procedure, but I hope this letter will suffice. As you recommended, I.contacted a Civil Engineer regarding the construction of a fire wall along the side of the cover: He explained the following: 1- The fire wall would have to be constructed from the ground to 30" above the top and along the entire length of the cover. 2- This would cause such a wind problem that it would have to be braced over the top of the cover to our garage and the ground behind the garage. This would-be building a cover over a cover. 3- The Engineer stated that all this would be very costly! Before installing the cover, I contacted both neighbors on each side of our property. They both agreed with my plans and had no objection - to the cover as it is now installed. The neighbor adjacent to the cover has told me he would strongly object to the construction of a fire wall as defined by the code. From a practical viewpoint, since there is no combustible material in the cover, no utility connections to.it and it stands in a forest of trees I cannot understand how a fire wall can protect anything. We had been parking our former units along side our garage for over fifteen years. We selected a metal cover with pipe frame supports and open sides. We consulted with immediate neighbors on both sides of our property and gained their complete approval of our plans. We acquired a permit from the Paradise Pines Property Owners Assn. with no problems. I felt that was necessary for aesthetic reasons. I considered the cover to be a temporary structure and therefore not requiring a building permit from the county. We then went ahead and had the cover installed in March, 1999. In less than two weeks, we were cited for installation in the 5 ft. setback and not acquiring a building permit. I talked first with personnel in the Building Division, who sent me to the Planning Division to apply for a variance on the setback. I submitted the application forms, plans (35 copies), fees, etc. to Planning and now they are holding up my application awaiting an answer from the Building Division. The Building Division considers the structure a fire hazard even though there are no combustible materials in it or electrical connections in it. After applying to the Planning Division for a variance, I learn that the building code requires a fire wall to be built on the north side on the cover. According to a Civil Engineer that I consulted, if we build a fire wall where required, it will have to extend 30 inches above the top of the cover. This will cause severe windage problems, so we would have to brace the wall over the top of the cover to our garage. Building a fire wall in the middle of a "forest" is just plain ridiculous111 As soon as possible; I intend to gain the written approval of both of our adjacent neighbors to strengthen our position. As explained earlier, I did not realize that the cover we installed (metal roof with pipe frame support) would be considered the same as a permanent building. We have stored our motorhomes in the location shown on the drawing for over 15 years. Before any shelter, the vehicle would get very dirty from rain, snow and droppings from the trees. The cleaning of it became difficult and hazardous for me. I tried using tarps as a cover, but these were very cumbersome, hard to control in windy conditions and rather unsightly in my opinion. We then decided to erect a more substantial and appealing cover over our unit. The result is a cover erected in the 5 ft. set back along our northern property line. We ordered a green color to blend as much as.possible with the color of the trees. Enclosed with this letter are all the completed forms, copies of the drawing and our check #2718 in the amount of $1,048 to cover the required fee. If any of these notes or corrections are not clear to you, please contact this office - do not proceed with the work without making the correction.
