III. DISCUSSION OF ENVIRONMENTAL EVALUATION
This is a Use Permit to allow a radio transmission tower o3,7 a
5 are cox parcel located on the west side of Ni.msltely Ridge Road,
ape y 1/4 mile south of the end of pavement and the rand
ofthe County maintained road. The proposed tower will be 199
;Deet tall and will be located approximately 200 ;feet from MmsheW
Ridge Road. There will also be a 180 square foot eeiuipmt7it build-
ing at the base of the tower,
Tile site is on a gently sloping ridgctop (less than 10% slopes).
Tile soil is a deep (3 to 5 :feet), well drained Cohasset Joon or
clay laum ofmoderate erosion hazard. The site is vegetai•Ai by
California. black oak, yelj:)w pine and incense ceder. The easterly
portion of tile site near the toad and the towed site has ,.ui undp-t—
story of bracken :ferns and. poison oak and ut1 e :forbs and gtasses.
Near the proposed site is t+Tlj.syf. appears to be a capped Weil. Thorn

activity is taking place on the property immediately to :ha„ sous.
The surrounding ;land uses are Single Family Residential ,n 3 acre
and larger parcels, some limited agricultural uses, and )pen ;forested
land: The General Plan, Land Use ,designation is,Agvicultoral- _
Residential with a current zoning of A114114-3 (Agricul to a1 12es . dential-

f
Environmental: concerns related to the potential d,, veloptmment of the
to1Vc1, site-miclude that of aestllctics:_ Tile tower may be, -visible
from other properties in the vicinity but in most cases would be
adequately screened by the pino :forests. The heigIlt oi' the trtver'
coupled with the dimensions of the property result in a Ina)or
to, a. :failure
envii, onmcntal concern. If the tower should fall due
of the guying system or otl.or ,(ailuro; damage could rc--alt to
neighboring properties. The tower could :fall a: maxilnvlY o1: 75 :feet
into the prolsorty mmnediately to the north anc1 <pprox: rrtateiI 1.35
feet it tp tiie property to the south. This coticern would be tmdequately
mitigated if the .following roildi.tion of-, app-roval is .Adopted n5 part
of, this project!
Provide a building -r -roc casement on the parcels SttrtrOutlding or
adjacent to the Use, Permit site to be 200 .foot nloajilred :from the

9' Subject. 199ft Guyed Tower
CYS Job Nos 82--83
Dear Mr. r'lood
'.his regards the concern that hes been expressed about, v guyed towed
falling "like a tree" in one pier_e if a guy or guy anchor falls:
We feel that the chances are very remote that such a failure would occur
if a guyed tower, is conskructedw.iLh at least two deadman anchors located
K along each kine of guys (see attached figure 1). There are basically two
probable modes of failure. for such a tower;
X) Failure of a guy or deadman anchor at one of the outer anchors
Would likely cause the top portion of the tower to fall over
"like a L'ree" and come down against the 'bottom portion of the
tower. The maximum distance from the tower base that: falling
debris might come down 'would probably be less than half 'of the
tower height,
Il) Gailure of n guy or deadman anchor at. on.b of the inner anchors
would probably allow a buckling type failure in the lower peotion
of the Dower which would thoii 'collapse in a heap'. The maximum
distance from the Lower base thaL debris might come down would.
probably be less than half the tower height for, this case also.

-------------
A tower of this size, which will be subjected to modest wind loads like
this one, is usually constructed
with only one deedman anchor per guy line
(see fig. 2) . We feel that such a structure woul (, '1.i.I.c.1y "tall like a,
tree" ii one anchor fai.lod. Additionalsafety 89,14'. est failure of anchors
can be included in thein
ry
construction but some of uhe measures are costly
and they still might not guaranty protection against vandalism, Three
commonly used safety features are; 1.) larger anchor blocks for more load
Capacity' 2) Encase steel members in concrete ftp to the gty wire connector
plate to protect against corrosion and vandalism; 3) Locate the guy wire
connector plate several Feet above ground and/or constr.uc(. a security
fence around each anchor.
We recommend constructing your tower with two anchors at each guy line
(figs l) and with
protective concrete encasement ground steed, members of
anchors up to the guy connector plat. We also recommend
that the guys
and anchors be designed with a load safety factor of at least 3:0, We.
.feel that these recommendations
Would provide satisfactory assurance that
the tower will hot fail and that Pieces Would hot; fall beyond your
property lines if any of the anchors or guys were compr.omi:sed ;by, vandals, ._
