However, in many circumstances construction work may have been completed without permits and inspections, and it may be difficult or impossible to determine whether or not this is the case. Local tax appraisal records and Building Division records may both be utilized for this type of information. I have attached a copy of the cover of the building permit file for A.P. # 068-030-058, or 220 Canyon Drive, Oroville, CA. As you can see, we have records of a number of permits, including what appears to be the addition of a garage and patio, and the conversion of a patio to a family room. Since this work occurred in the early to mid 1960's, we do not have a copy of the approved plans. For an investigative fee of $46.00 per hour (1/2 hour minimum), a written chronological record of building permit, code violation, and enforcement activities on a given parcel may be obtained. This does not include any field inspection time, is informational only, and does not act as a guarantee or warranty of the current condition of the existing structures. As stated above, it is also possible to check tax appraisal records to determine when work was done, and what type of work was completed. The home is circa 1940 with a newer perimeter footing retro fitted at a later date. In May, 2000 a new Sepik system was permitted and installed. The project will not alter it use. In March, 1966 a front Family room was permitted and a stab was poured against the existing finish floor resulting in rim joist damage. This was apparently remedied by'Three Stooges Construction Company' who replaced the rim joist with 4 x 16 x 8" cinder blocks. The net result is a DF2 plate resting on hinging blocks and no connection to the foundation. The sub floor is 1940 construction with post and piers without footings. There is limited clearance under the girders. This will be addressed as best as possible by replacing any damaged joist or failing piers as noted. Both the Family Room and the Service Room appear to have no footings. The service room was built on cinder blocks much in the same -Stooge Type' manner only with a slab. The brick chimney appeared to have a 'tin' footing which fumed out to be 1930 license plates (I'm not making this up) and may not have been an approved method for even 1940. The perimeter foundation of the original footprint appears sound and is adequate and to the codes for when it was built. The existing gable roof framing will remain except as noted. No alteration to bracing is par of this project and therefore no attempt is being made to bring bracing to current codes. However additional braced panels on existing walls are being incorporated in a manner that complies with CBC 2001 practices.
