We are presently involved in attempting to accommodate the personal needs of an aging parent on our property. This involves an administrative permit for temporary mobile home use on a portion of our lot. When my wife went to your department to inquire about extending electrical power from our service entrance point she was treated to nothing less than ambiguous and unprofessional behavior by members of your department. This inquiry was made because we had been informed by an electrical contractor that we know that our plans might not be acceptable to Butte County. The conductors will have to be sold at a loss which I already am prepared for along with clearance poles if permitted to install on aerial extension. If this were a permanent installation I would not hesitate to install underground as I did when I built my shop\garage eight years ago. I realize that "service -drop" type cable does not have a UL listing or reference but since it is an engineered product specifically designed for this type of use it would seem appropriate considering the temporary nature of the use. I also would have no problem with quadruplex cable considering electrical safety requirements to carry the grounded conductor from the sub -panel (mobile home) back to the service main grounding buss (at the service entrance to the property). I do not wish to engage in code section arguments, only that reasonable accommodation be made for a safe temporary installation. PERMIT REQUIREMENTS: Approval for a temporary second dwelling is subject to the following requirements. 1. A mobile home certified under the 1974 National Mobile Home Construction and Safety Standards Act. Occupancy of the mobile home shall be limited to Lois 1. Noel. An affidavit attesting to the relationship of the involved parties was submitted with the permit application. 2. No rent is to be charged to the occupant of the mobile home. 3. The temporary mobile must meet the requirements of the Butte County Environmental Health Department for domestic water supply and sewage disposal. The granting of this permit does not remove the requirement of obtaining the appropriate permits from other Divisions, Departments or Districts. 4. The siting of the mobile home shall be exempt from the site requirements of the residential zoning district, except as required by Butte County Code Chapter 24, and the Butte County Code Chapter 28A. 5. The mobile home is declared to be a temporary use on the property, accessory to the primary unit, and shall not be placed on a permanent foundation. Additionally, a temporary mobile home shall not be permitted on a lot or parcel where there is an approved Second Unit. 6. The permit shall be granted for a term of two years. Extensions of the term for the permit, not exceeding one year for each extension, may be granted if the application for the extension is. filed, with the Planning Division, within 60 calendar days prior to the date of expiration. 7. The mobile home shall be vacated upon expiration, or revocation, of the Permit and removed within one hundred twenty (120) days after expiration of the Permit. If it is not removed within one hundred twenty (120) days, the County shall remove said mobile home and store it at the owner's expense. 8. The Permit may be revoked if any of the terms or conditions of the Permit are violated or if any acts or omissions of the permittee in connection with the use authorized by said Permit constitute a public nuisance. 9. The applicant must maintain a bond or deposit in the amount of $1,500 for a single -wide mobile home or $2,000 for a double -wide mobile home.
