Dear Butte County Building Department,
I have applied for a building permit and plan check on April 25, 2003. 1 have an FHA loan which is
beginning to unravel in part due to the extensive length of time needed for plan approval by Butte
County. This home must be completed by October 10, 2003, or I will lose the financing I've worked
months to secure, and I will not be able to complete the home as designed with alternate financing.
At the time of application I understood that it would take 8 weeks for approval,. now I've been told it
could take 12 weeks. I am asking the Butte County Building Department to please allow me to, at the
very least, begin foundation construction within 30 days, I have submitted engineered plans and I will
pay all applicable fees required per my permit application and any addition amounts required to
expedite construction. .
Please consider my request, this is my primary residence and it is extremely important that I begin
construction as soon as approved by your department.

For your protection, you should be aware that as "owner -builder" you are the responsible party of record on such
a permit Building permits are not required to be signed by property owners unless they are personally performing their
own work. If your work is being performed by someone other than yourself; you may protect yourself from possible
liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business
license from the city or county. They are also required by law to put their license number on all permits for which they
